Call to order and Pledge of Allegiance. Roll Call by Clerk. Consent Agenda Items: Adoption of the agenda. Approval of the February 10 and 11, 2003 minutes. Action on an appointment to the Traffic Safety Committee. Action on Resolution 15-03, a resolution amending the 2003 Budget. Action: Motion to approve consent agenda – Roll Call Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 5. SDSU Representative Report. PUBLIC HEARINGS/ORDINANCES: 6 Introduction and first reading on Ordinance 02-03, an ordinance amending Section 6-4 of the revised ordinances of the City of Brookings pertaining to sales of off-sale malt beverages beer on Sundays. Action: Motion to approve first reading – Roll Call (2nd reading scheduled March 11th) (This item was deferred on 1/28/03 – Full Council presence required) 7. Public hearing and action on Resolution No. 14-03, regarding Street Improvement No. 2003-02STA Western Avenue from 8th Street South to the Quarter Line Action: Open and close public hearing. Motion to approve– Roll Call 8. Public hearing and action on Ordinance No. 06-03, an ordinance amending Section 82-372 of the City Code of Ordinances pertaining to designated through streets. Action: Open and close public hearing. Motion to approve– Roll Call 9. Public hearing and action on Ordinance No. 04-03, an ordinance amending a Conditional Use Permit for a 3-unit apartment on the E70’ of Lot 3, Block 3, Third Addition. Action: Open and close public hearing. Motion to approve– Roll Call 10. Public hearing and action on Ordinance No. 05-03, an ordinance on an application for a Conditional Use Permit to establish a boardinghouse on Lot “D” of Lot 3, Block 14, Morehouse Addition. Action: Open and close public hearing. Motion to approve– Roll Call 11. Introduction and first reading on Ordinance No. 07-03, an ordinance on an application for a Conditional Use Permit to establish a boardinghouse on Lot 7, except the N10’ of the W25’ thereof, Block 3, Hill Park Addition. (2nd reading March 11th) Action: Motion to approve first reading – Roll Call (2nd reading March 11th) 12. City Manager’s Report. 13. Council Members Open Discussion. 14. Adjournment.
