Call to order and Pledge of Allegiance. Roll Call by Clerk. Consent Agenda Items: Adoption of the agenda. Approval of the January 28, 2003 minutes. Action on bids for paper yard waste bags (2/4 bid letting). Action on Resolution No. 12-03, a resolution authorizing a bridge reinspection program with the SDDOT. Action: Motion to approve consent agenda – Roll Call Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 5. Presentation of Kids Voting Award to the City of Brookings. 6. Report from Brookings Board of Adjustment. 7. SDSU Representative Report. PUBLIC HEARINGS/ORDINANCES: 8. David German – Snow Removal. 9. Public hearing and action on a transfer of an off-sale malt beverage license from Cenex Petroleum Inc. to Kum & Go, L.C. for licenses held at 1005 6th Street and 3045 Lefevre Drive. Action: Open and close public hearing. Motion to approve – Roll Call 10. Public hearing and action on Resolution No. 11-03, a resolution amending the Major Street Plan Map (City of Brookings Vision 2020 Comprehensive Plan). Action: Open and close public hearing. Motion to approve – Roll Call 11. Second reading and action on Ordinance 03-03, establishing election precinct lines in the City of Brookings Action: Motion to approve – Roll Call 12. Introduction and first reading on Ordinance 02-03, an ordinance amending Section 6-4 of the revised ordinances of the City of Brookings pertaining to sales of off-sale malt beverages beer on Sundays. Action: Motion to approve first reading – Roll Call (2nd reading scheduled February 25th) (This item was deferred on 1/28/03 – Full Council presence required) 13. Introduction and first reading on Ordinance No. 06-03, an ordinance amending Section 82-372 of the City Code of Ordinances pertaining to designated through streets. Action: Motion to approve first reading – Roll Call (2nd reading scheduled February 25th) 14. Introduction and first reading on Ordinance No. 04-03, an ordinance amending a Conditional Use Permit for a 3-unit apartment on the E70’ of Lot 3, Block 3, Third Addition. Action: Motion to approve first reading – Roll Call (2nd reading scheduled February 25th) 15. Introduction and first reading on Ordinance No. 05-03, an ordinance on an application for a Conditional Use Permit to establish a boardinghouse on Lot “D” of Lot 3, Block 14, Morehouse Addition. Action: Motion to approve first reading- Roll Call (2nd reading scheduled February 25th) OTHER BUSINESS: 16. Action on Resolution 13-03, a resolution on a petition to annex the south one-half of the SE ¼ of Section 18-T110N-R49W except the platted areas thereof and except the E720’ thereof Action: Motion to approve – Roll Call 17.
