Action: Motion to enter executive session – Voice Vote 5:00 p.m. Possible Action on the MultiPlex name. 5:30 p.m. Action Meeting – City Council Chambers Call to order and Pledge of Allegiance. Roll Call by Clerk. Consent Agenda Items: Adoption of the agenda. Approval of the January 7, January 13, and January 14, 2003 minutes. Action on citizen advisory board appointments (Traffic Safety, Utility Board, Disability Committee, MultiPlex Board). D. Action on Resolution No. 07-03, an initial resolution for street improvement no. 2003-02STA (Western Avenue from 8th Street South to the Quarter Line). Action: Motion to approve consent agenda – Roll Call Invitation for a citizen to schedule time on the Council agenda for an issue not listed. PRESENTATIONS: 5. Presentation of Dr. Martin Luther King Day contest winners by the Mayor and the Brookings Human Rights Committee. 6. Report from Mike Bartley, Brookings Planning Commission. 7. SD SU Representative Report. PUBLIC HEARINGS/ORDINANCES: 8. Discussion regarding Essential Air Service/Airport Board Report from Robb Sexauer, Board Chairman. Action: Informational 9. Public hearing and action on Resolution 06-03, levying assessment for Sidewalk Assessment Project No. 2002-01SWR. Action: Open and close public hearing. Motion to approve – Roll Call 10. Introduction and first reading on Ordinance 02-03, an ordinance amending Section 6-4 of the revised ordinances of the City of Brookings pertaining to sales of off-sale malt beverages beer on Sundays. Action: Motion to approve first reading (2nd reading scheduled February 11th) 11. Introduction and first reading on Ordinance 03-03, establishing election precinct lines in the City of Brookings Action: Motion to approve first reading (2nd reading scheduled February 11th) OTHER BUSINESS: 12. Action on Resolution 08-03, establishing the unit financial charge for 2003 Storm Drainage Fee. Action: Motion to approve 13. Discussion and possible action on Resolution 10-03 authorizing use of the contingency fund for First District of Governments Membership. Action: Motion to approve 14.
