During the work session the city staff would brief the council on items for that particular meeting, introduce future topics, and provide a time for Council members to introduce topics. 1. Federal Aviation Administration Update. Overall process update by Tom Schauer, FAA Possible expansion of onsite alternatives Environmental process update Action to approve the purpose & needs statement (action item) 2. Update on capital estimates for equestrian events at Swiftel Center. 3. 6:00 p.m. Meeting Review. 4. City Clerk Reports. Joint meeting with County Commission 5. City Council Member introduction of topics for future discussion. Any Council member may request discussion of any issue at a future meeting only. Items can not be added for action at this meeting. A motion and second is required stating the issue, requested outcome, and time. A majority vote is required. 6:00 P.M. REGULAR MEETING 1. Call to order. 2. Pledge of Allegiance. 3. City Clerk records council attendance. 4. Action to approve the following Consent Agenda Items * A. Agenda. B. Minutes. C. Action to hold special city council meetings on November 5, 6, and 7. D. Action on recycling bids. E. Action to approve a Letter of support for the SDSU Enterprise Institute – EDA application for grant funds and require city support for the application. Action: Motion to approve, roll call * Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item. Items removed from the Consent Agenda will be discussed at the beginning of the formal items. Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. 5. Ordinance No. 32-07 An Ordinance Amending Article V of Chapter 82 of the Code of Ordinances of the City of Brookings and Pertaining to Speed Zones with Certain Amendments Thereto.  (This ordinance will change the speed limit on Highway 14 to coincide with the speed limit change by the DOT) Public Hearing: November 13, 2007 8. Ordinance No. 33-07, An ordinance rezoning the east 300 feet of the SE ¼ of the SW ¼ of Section 36-T110N-R50W from an Agricultural A District to a Residence R-1B District Public Hearing: November 13, 2007 9. Ordinance No. 34-07, An ordinance rezoning Nelson Third Addition and Lot 1, Block 1 Nelson Fourth Addition from an Agricultural A District to a Residence R-1B District Public Hearing: November 13, 2007 10. Ordinance No. 35-07, An ordinance rezoning Block 2, Nelson Fourth Addition excluding Lot 1 and the SW ¼ of Section 36-T11-N-R50W excluding the SE ¼ and excluding the remaining platted areas thereof from an Agricultural A District to a Residence R-3 District and Business B-2 and B-2A Districts. Public Hearing: November 13, 2007 11. Ordinance No. 36-07, An ordinance establishing temporary zoning controls related to signs. Public Hearing: November 13, 2007 ** No vote is taken on the first reading of ordinances.  The title of the ordinance is read and the date for the public hearing is announced. Ordinances – 2nd Readings: Other Business. 12. Action to award bids for playground equipment. Action: Motion to approve, request public comment, roll call 13. Resolution No. 66-07 - - Airport 14. Executive Session for personnel reasons. Action: Motion to enter executive session Motion to leave executive session 15. Adjourn.
