JOINT MEETING WITH COUNTY COMMISSION (upstairs Meeting Room) Work sessions are open to the public. During the work session the city staff would brief the council on items for that particular meeting, introduce future topics, and provide a time for Council members to introduce topics. 5:00 P.M. Storm Management Update. 5.       6:00 p.m. Meeting Review. 6.       City Clerk Reports. 7.       City Council Member introduction of topics for future discussion.       Any Council member may request discussion of any issue at a future meeting only.  Items can not be added for action at this meeting.   A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required. 6:00 P.M. Action on bids for Fire Dept. equipment. C. Action on Resolution No. 73-07, awarding Bids for Miscellaneous Electrical Improvements, Brookings Regional Airport. Action on Resolution No. 74-07, CCO#1 (Final) for 2007-06STI, Chip Seal Project. Action on Resolution No. 75-07, CCO#1 (Final) P3245(00) PCN H015, 22nd Avenue from 11th Street South to 20th Street South Asphalt Resurfacing and Pavement Marking Project. Action on Resolution No. 76-07, CCO#1 (Final) P3245(00) PCN H018, 22nd Avenue from 6th Street South to Highway 14 Bypass Asphalt Resurfacing and Pavement Marking Project. Action on Resolution No. 77-07, authorizing the city manager to sign an operating agreement with the Pavilion for a convention liquor license. Action on Resolution No. 78-07, 2008 Medical Insurance Contribution Rates. Action on Resolution No. 79-07, 2008 Dental Insurance Contribution Rates. Action on Resolution No. 80-07, a Resolution Approving The Payment Of The Insurance Premium Tax Proceeds To The Brookings Volunteer Firefighters Deferred Compensation Plan. Action:        Motion to approve, roll call * Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.   Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. 5.       Open Forum. 6.       SDSU Report. Ordinance No. 40-07: An Ordinance Entitled “An Ordinance Authorizing A Supplemental Appropriation To The 2007 Budget For The Purpose Of Providing For Additional Funds For The Operation Of The City. Public Hearing: December 4, 2007 8. Ordinance No. 41-07: A conditional use permit to establish a major home occupation (portrait studio) on the east 104.7 feet of Outlot 7, excluding Lot H-1 in the SW ¼ of Section 35-T110N-R50W (1632 Main Avenue South). Public Hearing: December 4, 2007 ** No vote is taken on the first reading of ordinances.  The title of the ordinance is read and the date for the public hearing is announced. Ordinances – 2nd Readings: 9. TABLED: Ordinance No. 35-07, An ordinance rezoning Block 2, Nelson Fourth Addition excluding Lot 1 and the SW ¼  of Section 36-T11-N-R50W excluding the SE ¼ and excluding the remaining platted areas thereof from an Agricultural A District to a Residence R-3 District and Business B-2 and B-2A Districts.                         Action:  Motion to remove from Table, roll call Open & Close Public Hearing, Motion to approve, Roll Call 10. Ordinance No. 36-07, an ordinance renewing Ordinance No. 36-06 for one (1) additional year and pertaining to an Ordinance amending the Zoning ordinances of the City of Brookings by establishing temporary zoning controls concerning animated signs.                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call 11. Ordinance No. 37-07: an ordinance approving a conditional use permit to establish a boardinghouse for four (4) persons on the east five feet (5’) of Lot 6, all of Lot 7, Block 10, Morehouse Addition (725 9th Street).                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call Alcohol Licenses: 12. Public hearing and action on the transfer of an on-off sale malt beverage license from Delwyn Miller to John Schoon, Schoon’s Pump N’ Pak South, 1203 Main Avenue South, Outlot 8, NE ¼ of Section 35-110-50, except the North 55’ thereof dedicated to 12th Street South.                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call 13. Action to transfer a video lottery license from Delwyn Miller to John Schoon, Schoon’s Pump N’ Pak South, 1203 Main Avenue South, Outlot 8, NE ¼ of Section 35-110-50, except the North 55’ thereof dedicated to 12th Street South.                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call 14. Public hearing and action the annual liquor and wine license renewals.                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call Other Business. 15. Action on Resolution No. 81-07, A Resolution Authorizing the Transfer of Real Property to Brookings Economic Development Corporation, Inc. for Economic Development Purposes.                         Action:  Motion to approve, request public comment, roll call 16.     Discussion and possible action regarding the City’s Research and Technology Center rental rates.                         Action:  Motion to approve, request public comment, roll call 17.
