WORK SESSION – NOTE EARLY START TIME Work sessions are open to the public. During the work session the city staff would brief the council on items for that particular meeting, introduce future topics, and provide a time for Council members to introduce topics. 1.       Downtown Streetscape Project. 2.       Housing Study. 3.       Temporary Zoning Controls and Proposed Costs Related to the Airport Project. 4.       6:00 p.m. Meeting Review. 5.       City Clerk Reports. 6.       City Council Member introduction of topics for future discussion.       Any Council member may request discussion of any issue at a future meeting only.  Items can not be added for action at this meeting.   A motion and second is required stating the issue, requested outcome, and time.  A majority vote is required. 6:00 P.M. REGULAR MEETING 1.       Call to order. 2.       Pledge of Allegiance. 3.       City Clerk records council attendance. 4.       Action to approve the following Consent Agenda Items * A.  Agenda. B.  Minutes. C.  Action on bids for a Marquee for the Swiftel Center. D.  Action on bids for snow removal. E.  Action on Resolution No. 70-07, Final CCO for 2007-01SWR Curb & Gutter and Sidewalk Replacement Project. F. Action on Resolution No. 71-07, a resolution of Intent to Lease Real Property (Freeland Addition). G. Action on Resolution No. 72-07, a resolution of Intent to Lease Real Property (Telkamp & Weise Addition. H. Action on Resolution No. 67-07, a Resolution Designating Official Newspaper. I. Action on Resolution No. 68-07, a Resolution Designating Banks As Depository. Action:        Motion to approve, roll call * Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of the formal items.   Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. 5.       Open Forum. 6.       SDSU Report. Ordinances – 1st Readings ** 7.       Ordinance No. 36-07, an ordinance renewing Ordinance No. 36-06 for one (1) additional year and pertaining to an Ordinance amending the Zoning ordinances of the City of Brookings by establishing temporary zoning controls concerning animated signs.                     Public Hearing:       November 27, 2007 8.       Ordinance No. 37-07: an ordinance approving a conditional use permit to establish a boardinghouse for four (4) persons on the east five feet (5’) of Lot 6, all of Lot 7, Block 10, Morehouse Addition (725 9th Street).                     Public Hearing:       November 27, 2007 ** No vote is taken on the first reading of ordinances.  The title of the ordinance is read and the date for the public hearing is announced. Ordinances – 2nd Readings: 9.       Ordinance No. 32-07 An Ordinance Amending Article V of Chapter 82 of the Code of Ordinances of the City of Brookings and Pertaining to Speed Zones with Certain Amendments Thereto.                          Action:  Open & Close Public Hearing, Motion to approve, Roll Call 10.     Ordinance No. 33-07, An ordinance rezoning the east 300 feet of the SE ¼  of the SW ¼ of Section 36-T110N-R50W from an Agricultural A District to a Residence R-1B District                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call 11.     Ordinance No. 34-07, An ordinance rezoning Nelson Third Addition and Lot 1, Block 1 Nelson Fourth Addition from an Agricultural A District to a Residence R-1B District                         Action:  Open & Close Public Hearing, Motion to approve, Roll Call 12.     Ordinance No. 35-07, An ordinance rezoning Block 2, Nelson Fourth Addition excluding Lot 1 and the SW ¼  of Section 36-T11-N-R50W excluding the SE ¼ and excluding the remaining platted areas thereof from an Agricultural A District to a Residence R-3 District and Business B-2 and B-2A Districts.                          Action:  Open & Close Public Hearing, Motion to approve, Roll Call Other Business. 13.     Discussion with possible action on strategy on upcoming legislation.                         Action:  Motion to approve, request public comment, roll call 14.     Discussion and possible action regarding the City’s Research and Technology Center rental rates.                         Action:  Motion to approve, request public comment, roll call 15.     Action to approve evaluation of a new on-site airport alternative.                         Action:  Motion to approve, request public comment, roll call 16.     Action to approve a Letter of support for the SDSU Enterprise Institute – EDA application for grant funds and require city support for the application.                         Action:  Motion to approve, request public comment, roll call 17.     Presentation of Liquor Store Quarterly Financial Reports.                         Action:  Informational 18.     Presentation of 2006 Audited Financial Reports for the city of Brookings.                         Action:  Informational 19.     Possible action on a city manager contract.                         Action:  Motion to approve, request public comment, roll call 20.     Adjourn.
