WORK SESSION Work sessions are open to the public. During the work session the city staff would brief the council on items for that particular meeting, introduce future topics, and provide a time for Council members to introduce topics. 1. ADA policies on interior lifts and automatic doors. 2. Sidewalk cafes and sale of alcohol (downtown). 3. Drainage policies. 4. 6:00 p.m. Meeting Review A. Changes to agenda. B. Questions from Council. 5. City Clerk Reports Topic introduction for future agendas Briefing on upcoming council invitations and obligations 6. City Council Member introduction of topics for future discussion. Any Council member may request discussion of any issue at a future meeting only. Items can not be added for action at this meeting. A motion and second is required stating the issue, requested outcome, and time. A majority vote is required. 6:00 P.M. REGULAR MEETING 1. Call to order. 2. Pledge of Allegiance. 3. City Clerk records council attendance. 4. Action to approve the following Consent Agenda Items * A. Agenda. B. Minutes. C. Actio n on Res. #43-07, awarding bids for 2007-01SWR Sidewalk Repair Project. D. Action on Res. #44-07, awarding bids for 2007-03SSI, Indian Hills Drainage Project. E. Action on Res. #45-07, awarding bids fro 2007-08STI, Street Maintenance and Overlay Project. F. Action on Res. #46-07, awarding bids for P3245(00) PCN H018 and P3245(00) PCN H015, 22nd Avenue Asphalt Resurfacing and Pavement Marking Project. G. Action to approve Resolution No. 48-07, Resolution for grant agreement between the South Dakota Department of Transportation and the City of Brookings (Telkamp Industrial Park).  Action: Motion to approve, roll call * Matters appearing on the Consent Agenda are expected to be non-controversial and will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item. Items removed from the Consent Agenda will be discussed at the beginning of the formal items. Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is approved along with the terms and conditions described in the agenda supporting documentation. 5. Ordinance No. 20-07 - for a conditional use to establish a boardinghouse for four (4) persons on Lot 9, Block 10, Parkdale Home Second Addition (228 West 7th Street). Action: Open & Close Public Hearing, Motion to approve, roll cal 8. Ordinance No. 21-07 - rezoning the west 740 feet of the east 1,900 feet of the south 400 feet of the N½ of the NE¼ of Section 3-T109N-R50W (Valley View Addition). Action: Open & Close Public Hearing, Motion to approve, roll cal Alcohol Licenses: 9. Action on Resolution No. 47-07, authorizing the city manager to sign an operating agreement for wine for the Shamrock located on 22nd Avenue & 12th Street South (new license). Action: Motion to approve, request public comment, roll call 10. Action on a malt beverage license for the Shamrock, located on 22nd Avenue & 12th Street South (new license). Action: Motion to approve, request public comment, roll call Other Business: 11. Motion to approve an amended I-1R Site Plan on Lot 3, Block 2; and Lot 3, Block 5 Gilkerson Addition, and the west 800 feet of Block 4, Gilkerson Second Addition (331 32nd Avenue). Motion to approve a preliminary plat of Windermere Pointe Addition in the SE¼ of the SW¼ of Section 36-T110N-R50W (1600 block/20th Street South) Action: Motion to approve, request public comment, roll call 13. Action to amend the City Council goals prepared on June 5th and adopted on June 12th to add a goal regarding housing density. Action: Motion to approve, request public comment, roll call 14. Presentation of Quarterly Financial Reports by Brookings Municipal Utilities. Informational – No action 15. Executive Session for Contractual/Legal Matters.
