Work sessions are open to
the public. During the work session the city staff would brief the council on items for that particular meeting, introduce future topics, and provide a time for Council members to
introduce topics.

Any Council member may request discussion of any issue at a future meeting only. Items can not be added for action at this meeting. A motion and
second is required stating the issue, requested outcome, and time. A majority vote is required.

4. Action to approve the following Consent Agenda Items *
A. Agenda.
B. Minutes (July 10th).
C. Action on bids to sell a surplused 1978 truck for the Street
Dept.
D. Action on a temporary liquor license for the Fireman (Park & Recreation & National Guard Armory).
E. Action on Resolution No. 51-07, designating park & recreation as a temporary convention
facilities.
F. Action on a planning commission appointment.

* Matters appearing on the Consent Agenda are expected to be non-controversial and
will be acted upon by the Council at one time, without discussion, unless a member of the Council or City Manager requests an opportunity to address any given item. Items removed from
the Consent Agenda will be discussed at the beginning of the formal items. Approval by the Council of the Consent Agenda items means that the recommendation of the City Manager is
approved along with the terms and conditions described in the agenda supporting documentation.
5. Presentation of the ABLE Awards by the Brookings Committee for People who have Disabilities.

8. Ordinance No. 23-07: An Ordinance Entitled “An Ordinance Authorizing A Supplemental Appropriation To The 2007 Budget For The Purpose Of Providing For Additional
Funds For The Operation Of The City.
