HomeMy WebLinkAboutCCMinutes_2013_07_23 8 � Brookings City Councii luly 23, 2013 The Brookings City Council held a meeting on Tuesday,luly 23, 2013 at 6:00 p.m., at City Hail with the following members present: Mayor Tim Reed, Council Members Mike McClemans, Tom Bezdichek, Ope Niemeyer, Keith Corbett,Jael Thorpe and John Kubal. City Attorney Steve Britzman, City Manager JefF Weldon and Administrative Assistant Laurie Carruthers were also present. Consent A�enda. A motion was made by Thorpe, seconded by Bezdichek,to approve the consent agenda. A. Action to approve the agenda. 6. Action to approve the July 9th and luly 16th City Council minutes. C. Action on Resolution No. 80-13, a Resolution authorizing Change Order No. 3 for Dakota Nature Park—Trails Construction; Bowes Construction, Inc. Resolution No. 80-13-A Resolution Authorizing Change Order No. 3 for Dakota Nature Park Trails Construction; Bowes Construction, Inc. Be It Resolved by the City Council that the following change order be allowed for Resolution No. 80-13 Dakota Nature Park Trails Construction, Bowes Construction: Add 2" recycled base material to main trail which will provide a workable base for future paving. Specification change: Sta 2+ 25 to Sta 15+07. 150 tons @ $10/ton =$1,500. D. Action on Resolution No. 81-13, a Resolution authorizing Change Order No. 3 (CCO#3) for Brookings Runway Re-Alignment Project (Phase I),AIP#3-46-0005-025-2012. Resolution No. 81-13 -A Resolution Authorizing Change Order No. 3 (CCO#3)for Brookings Runway Re-Alignment Project (Phase I); AIP#3-46-0005-025-2012 Be It Resolved by the City Council that the following change order be allowed for Brookings Runway Re-Alignment Project (Phase I), AIP#3-46-0005-025-2012, Construction Change Order Number 3: Adjust the completion date of the Bid Schedule "A" portion of the project only,to November 15, 2013 for substantial completion and`a November 30, 2013 for completion of all work. - : All present voted yes; motion carried. First Readin�:Ordinance No. 11-13. First reading was held on Ordinance No. 11-13, an application for a Conditional Use Permit for a major home occupation (taxi service) on the N %: of Lot 10, all of Lot 11, Block 1, Folsom Addition, also known as 109 6th Avenue South. Public Hearing: August 13, 2013. Temporarv Liquor License. A public hearing was held on a Temporary Liquor License for Downtown Brookings, Inc.for Taste of Brookings in the 400 Block of 4th Street on August 10, 2013. No public comments were made. A motion was made by Corbett, seconded by Thorpe, to approve. All present voted yes; motion carried. Temporarv Liquor License. A public hearing was held on a Temporary Liquor License for the Srookings Arts Counci!for an Art Reception at 524 4th Street on August 10, 2013. No public comments were made. A motion was made by Niemeyer, seconded by Kubal,to approve. All present voted yes; motion carried. South Main Avenue Prolect. The South Main Avenue Project had two proposals from which to consider: PLAN A: Re-construction of Main Avenue from 20th Street South to 32"d Street South to a three- _ lane urban standard; construct 26th Street from Main Avenue as a collector street to terminate at the west boundary of the school district property. Install associated water, sanitary sewer, and storm sewer in 26th Street; construct a main water line from the water tower at the intersection of Main Avenue and 20th Street to terminate at an existing water line at the intersection of Main Avenue and 32"d Street; construction of a gravity sanitary sewer iine in Main Avenue from the existing invert just south of 20t"Street to intersect with an existing invert in 40th Street,traversing west into Bridle Estates and south. Estimated project cost: $6.169 million. 9 �� PLAN B: Re-construction of Main Avenue from 20th Street South to 26th Street South to a three- lane urban standard. Leave the balance of Main Avenue to 32"d Street in its existing condition; Construct 26th Street from Main Avenue as a collector street to terminate at the west boundary of the school district property. 4nstall associated water, sanitary sewer, and storm sewer in 26`n Street; construct a main water line from the water tower at the intersection of Main Avenue and 20th Street to terminate at the intersection of Main Avenue and 26th Street; and construct a sanitary sewer line in Main Avenue from the existing invert just south of 20th Street to 26tn Street; and a sanitary line easterly through Prairie Hills with a force main and lift station with outflow to an existing sanitary sewer line in Medary Avenue. Estimated project cost: $4.985 million A motion was made by Niemeyer, seconded by Bezdichek,to approve the Plan B South Main Avenue Project. Public Comment: Property Owner Derrick Wika asked that the Council refrain from voting on this matter until more information is obtained. A motion to amend was made by Reed, seconded by Corbett,to request Brookings Municipal Utilities attend a Council Meeting to discuss the project and the costs. All present voted yes to the amendment; motion carried. All present voted yes to the amended motion; motion carried. Adiourn. A motion was made by Kubal, seconded by Niemeyer,to adjourn.
