HomeMy WebLinkAboutOrdinance 16-2000 ORDINANCE NO. 16-00 AN ORDINANCE TO CHANGE THE ZONING WITHIN THE CITY OF BROOKINGS BE IT ORDAINED BY THE CITY OF BROOKINGS, SOUTH DAKOTA: Section 1. That the real estate situated in the City of Brookings, County of Brookings, State of South Dakota, described as follows, to wit: Lots 1-4 and the east 10 feet of Lot 5; and Lots 8-12 of Block 10, Second Addition Be and same is hereby rezoned and reclassified from a Residence R-2 District to a Planned Development District In accordance with Section 50.100.010, Article VIII of Ordinance No. 11- 94 of the Code of Ordinance of Brookings, South Dakota, as said districts are more fully set forth and described in Articles III, IV and VI of Ordinance No. 11-94 of the City of Brookings, South Dakota. Section 2. The permitted use of the property heretofore described be and the same is hereby altered and changed in accordance herewith pursuant to said Ordinance No. 11-94, of the City of Brookings, South Dakota. Section 3. All sections and ordinances in conflict herewith are hereby repealed. Herriott �1v of TEST: s y/ ��� at/�? 1 c4souni o y0 Clerk ■.. ■u■ ■on Prairie Partners, Inc. •Landscape Architecture•Planning•Resource Management•Civil Engineering• June 2, 2000 Dan Hanson City of Brookings Brookings, SD 57006 RE: Proposed Zoning Change Dear Mr. Hanson: In follow-up to our discussions and the Brookings School District's petition to rezone, I am providing the following additional information and description of the proposed improvements: • The Brookings County Commission has studied the potential for adaptive re-use of the 1921 former Middle School Structure located on Fourth Street across from the Courthouse. • The County and School district have entered into an agreement to transfer the property from the School District to the County Commission. • The County is proposing to utilize the ground floor and a portion of the lower level for County Space needs. • The needs include approximately 10,000 square feet of office space and approximately 6,000 square feet of storage space. The remainder of the lower level and main floor consists of historic hallways, restrooms, mechanical, and employee break area. The second floor is available for lease to compatible tenants and offers approximately 14,000 square feet of lease space, which if consistent with ground floor use would include approximately 20%as storage. The Second floor also includes approximately 6,400 square feet of historic hallways and commons area. • The site plan provides for 86 parking spaces, which can effectively support 25,400 square feet of office space. • The building envelope will essentially remain as it currently exists. The annex will be demolished to accommodate the off-street parking. I hope this clarifies the proposed development. (605) 692-6629 TO: City Manager Michael Williams FROM: Planning Administrator Dan Hanson zilieW DATE: June 20, 2000 • RE: City Planning Commission recommendations from the June 6, 2000 meeting REZONING — Lots 1 — 4 and the east 10' of Lot 5; and Lots 8 — 12, Block 10, Second Addition Proposal: Rezone a portion of a block in the Residence R-2 District to a Planned Development District. Standards: The Planned Development District was established to allow a parcel or area of land to be "master planned". It permits a developer to offer a coordinated plan of development that may occur over a period of time. It also provides flexibility from the traditional zoning regulations. Background: As you know, Brookings County is interested in purchasing the 1921 Brookings Middle School site. The building is comprised of the original structure fronting on 4th Street and an annex constructed in the northeast corner of the block. An elementary school, a gymnasium and a church surround it. Since most of the land uses in this block predate the zoning ordinance, building density is very high with little to no on-premise parking available. A change of use of a building or premises requires conformance to the current zoning regulations. Initial/Final Development Plan: The adaptive reuse of the 1921 Brookings Middle School involves a conversion to offices, file storage and other accessory uses. The annex will be demolished and replaced with a parking lot. An existing garage east of the school will also be demolished. Parking will be incorporated into this area as well. The plan calls for restoring boulevards along 5th Street and 7th Avenue. It provides a landscaped strip along 7th Avenue which will act as a buffer between the sidewalk and parking lot. The plan has a minor landscape strip along 5th Street. Access to the gym and church has been designed into the parking lot plan CPC Recommendations June 20, 2000 Page 2 City Planning Commission Recommendation: The Planning Commission recommended unanimous approval of this rezoning request with the followi g amendments: 1. The Business B-2A District development standard• shall be applied and any future office space expansion shall be resubmitted as an amendment to the plan. 2. All boulevard restoration shall be funded by Brooki gs County at the time the plan is developed. The plan submitted in conjunction with the rezoning re,,nest is an Initial and Final Development Plan and is a required addendum to the PDD toning proposal.
