AN ORDINANCE AMENDING SECTION 94-164 OF THE CODE OF
ORDINANCES OF THE CITY OF BROOKINGS, SOUTH DAKOTA AND
PERTAINING TO THE BROOKINGS AIRPORT ZONING ORDINANCE OF THE
CITY OF BROOKINGS, SOUTH DAKOTA.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF BROOKINGS,
SOUTH DAKOTA, AS FOLLOWS:
I.
Sec. 94-164. Brookings Airport Zoning Ordinance is amended to include the following:
(a) (2) (b)Definitions
Airport: The area designated and referred to as the Brookings Municipal Airport.
Airport elevation: The established elevation of the highest point on the usable land area
which elevation is established to be one thousand six hundred forty thiPty-seven(1,647
1,637) feet above mean sea level.
Fuel Storage Facility: A building, structure or area where gasoline, alcohol and other
flammable liquids or similar substances are stored.
Place of Public Assembly: The use of a building, structure or property for the gathering
together of persons for particular purposes such as, but not limited to, civic, social,
religious, recreation or entertainment.
Runway Protection Zone. The trapezoidal-shaped area at the end of each runway to protect
people and property on the ground.
(b) Airspace Obstruction Zones and Height Limitations
There are hereby created and established airspace zones which include all of the land lying
beneath the approach surfaces, transitional surfaces, horizontal surfaces and conical
surfaces as they apply to Brookings Airport. Such zones are shown on the Brookings
Airport Airspace Drawing consisting of one sheet, prepared by Banner Associates, Inc.,
Consulting Engineers, Brookings, South Dakota, and dated April, 1997, which is hereby
made a part of this ordinance. The various zones are hereby established and defined as
follows:
a. Utility runway nonprecision instrument approach zone (designated as ultimate
runway 17/35): The inner edge of this approach zone coincides with the width of
the primary surface and is five hundred (500) feet wide. The approach zone
expands outward uniformly to a width of two thousand (2,000) feet at a horizontal
distance five thousand (5,000) feet from the primary surface. Its centerline is the
continuation of the center line of the runway.
b.e. Runway larger than utility with a visibility minimum as low as one-half(1/2) mile
precision instrument approach zone (designated as runway 12/30): The inner edge
of this approach zone coincides with the width of the primary surface and is one
thousand(1,000) feet wide. The approach zone expands outward uniformly to a
width of sixteen thousand(16,000) feet at a horizontal distance of fifty thousand
(50,000) feet from the primary surface. Its centerline is the continuation of the
centerline of the runway.
(2) Except as otherwise provided in this ordinance, no structure shall be erected, altered or
maintained, and no tree shall be allowed to grow in any airspace zone created by this
ordinance to a height in excess of the applicable height limit herein established for such zone.
Such applicable height limitations are hereby established for each of the zones as follows:
a. Utility runway nonprecision instrument approach zone (designated as runway 17/35):
Slopes twenty (20) feet outward for each foot upward beginning at the end of and at
the same elevation as the primary surface and extending to a horizontal distance of
five thousand(5,000) feet along the extended runway centerline.
a. Runway larger than utility with a visibility minimum as low as one-half(1/2) mile
precision instrument approach zone (designated as runway 12/30): Slopes fifty ( 50)
feet outward for each foot upward beginning at the end of the same elevation as the
primary surface and extending to a horizontal distance of ten thousand (10,000) feet
along the extended runway center line and then changes to slope forty (40) feet
outward for each foot upward from the primary surface to a horizontal distance of
fifty thousand(50,000) feet.
b. Transitional zones: Slope seven (7) feet outward for each foot upward beginning at
the sides of and at the same elevation as the primary surface and the approach surface,
and extending to a height of one hundred fifty (150) feet above the airport elevation
which is one thousand six hundred forty seven (1,647) feet mean sea level. In
addition to the foregoing, there are established height limits sloping seven (7) feet
outward for each foot upward beginning at the sides of and at the same elevation as
the approach surface, and extending to where they intersect the conical surface.
d. Horizontal zone: Established at one hundred fifty (150) feet above the airport
elevation or at a height of one thousand seven hundred ninety seven (1,797) feet
above mean sea level.
(3) Runway Protection Zone. There is hereby created and established a Runway Protection
Zone which includes the surface of the ground and all of the airspace above it,which is
shown on the Brookings Airport Zoning Map consisting of one sheet, and prepared by The
HNTB Companies,Architects,Engineers, and Planners, and which is on file in the Office
of the City Engineer, dated May 2,2005,which is by reference hereby made a part of this
ordinance.
(d) (1) Safety Zones
a. Runway Protection Zone: All land in that portion of the approach zones of a runway, as
defined in section 94-164(c)(1) hereof, which extends outward from the end of the
primary surface a distance equal to:
1. Two thousand, five hundred(2,500) feet for runway 12/30.
2. One thousand (1,000 1,200) feet for ultimate runway 17/35.
b. Safety zone B: All land in that portion of the approach zones of a runway, as defined in
section 94-164(c)(1) hereof, which extends outward from, the Runway Protection Zone a
distance equal to two-thirds (2/3) of the planned length of the runway, which length shall
be:
1. Three thousand six hundred nineteen(3,619) feet for runway 12/30.
2. Two thousand four hundred (2,400) feet for ultimate runway 17/35.
c. Safety zone C: All that land which is enclosed within the perimeter of the horizontal zone,
as defined in subsection(c)(1) of this section, and is not included in the Runway Protection
Zone or Safety Zone B.
(e) Land Use Restrictions
1 Runway Protection Zone: Except as otherwise provided in this chapter,no structure,place
of public assembly or fuel storage facilities shall be permitted in the Runway Protection
Zone, except for navaids that are fixed by their functional purpose or any other structure
approved by the Federal Aviation Administration Permitted uses, provided they do not
attract wildlife, may include a golf course without a clubhouse, agriculture (seasonal
crops only), and auto parking.
II.
This Ordinance is an emergency measure pursuant to SDCL 11-4-3.1 and is declared
necessary for the immediate preservation of the public health, safety, and general welfare of the
City of Brookings.
III.
All ordinances in conflict herewith are hereby repealed.
