AN ORDINANCE ENTITLED"AN ORDINANCE AUTHORIZING A SUPPLEMENTAL
APPROPRIATION TO THE 2005 BUDGET FOR THE PURPOSE OF PROVIDING FOR ADDITIONAL
FUNDS FOR THE OPERATION OF THE CITY.
BE IT ORDAINED BY THE CITY OF BROOKINGS, SOUTH DAKOTA:
Section 1. WHEREAS,the Annual Appropriation Ordinance for the year 2005 will be impacted by:
1. Creating the Family Aquatic Center Project per the design expenditure approved November 23,2004.
2. Downtown Streetscape utility study approved on Dec 07 2004,costs to be incurred in 2005.
3. Larson Park Restroom improvement approved in 2004,Ordinance 16-04,costs to be incurred in 2005.
4. Soccer Complex receiving a donation for capital improvements 2004,costs will be incurred in 2005.
5. Arabian Horseshow improvements approved 2004,Ordinance 04-04,costs are to be incurred in 2005.
6. 20%of the 75%Second Penny for capital improvements to the city-owned Swiftel Center site,
approved 2004,Ordinance 16-04,costs to be incurred in 2005.
Section 2. The funds for the Family Aquatic Center need to be moved from the reserve and to fund the project.
Section 3. The City Manager has indicated that funds are available for additional appropriation.
Section 4. THE 2005 BUDGET IS HEREBY AMENDED as indicated below:

Section 4. ALL ORDINANCES or parts of Ordinances in conflict herewith are hereby repealed.
Section 5. THE CITY CHARTER allows that"if during the fiscal year the City Manager certifies that
there are available for appropriation revenues in excess of those estimated in the budget,the City Council by
ordinance may make supplemental appropriations for the year up to the amount of such excess". This Ordinance is
declared to be for the support of the municipal government and its existing public institutions and it shall be in full
force and effect after its passage and publication.
