Board of Adjustment
Brookings, South Dakota
October 18, 2012
OFFICIAL MINUTES
Chairperson David Rusten called the Board of Adjustment meeting to
order on Thursday, October 18, 2012, at 5:00 PM in the Chambers Room at the
City & County Government Center. Members present were Jim Pederson, Dick
Peterson, a-Mary Kidwiler and Rusten. Jason Hoffelt, Jere Hieb, and a-Seth
Hansen were absent. Others present were Sean Lesnar, Chris Prussman, and
Planning and Zoning Administrator Dan Hanson.
Item #1 – (J . Pederson/ Kidwiler) Motion to approve the minutes of the October
4, 2012, meeting. All present voted aye. MOTION CARRIED.
Item #2 – (Kidwiler/J. Pederson) Motion to approve the agenda. All present
voted aye. MOTION CARRIED.
Item #3 - Sean Lesnar/Chris Prussman have made a request for a variance on Lots
13 and 14, Block 10, Mathews and Scobey’s Addition, also known as 425 5th
Avenue South. The request is to establish a two-family dwelling on a lot with 8,250
square feet of area. The minimum required lot area is 8,400 square feet in this
Residence R-3A District.
(D. Peterson/J. Pederson) Motion to approve the variance. All present
voted aye. MOTION CARRIED.
The meeting was adjourned.

SUMMARY OF DISCUSSION
Chairperson David Rusten called the Board of Adjustment meeting to
order on Thursday, October 18, 2012, at 5:00 PM in the Chambers Room at the
City & County Government Center. Members present were Jim Pederson, Dick
Peterson, a-Mary Kidwiler and Rusten. Jason Hoffelt, Jere Hieb, and a-Seth
Hansen were absent. Others present were Sean Lesnar, Chris Prussman, and
Planning and Zoning Administrator Dan Hanson.
Item #3 – Chris Prussman, owner of the property, stated that Mr. Lesnar was
interested in purchasing the property and converting it into a two-family
dwelling. The other option besides a variance was to purchase a one foot (1’)
strip of land from the adjacent neighbor in order to meet the lot area
requirement. However, he felt that option was complicated and costly, and the
result would be the same regarding the use of the property.
Lesnar remarked that the house was large, and converting it into a two-
family dwelling could be done easily. He added that the lot had ample parking.
D. Peterson pointed out that a financial hardship was not necessarily a
reason for justifying the granting of a variance. Prussman commented that the
neighborhood consisted of mixed uses such as a four-plex across the alley to the
east. Rusten felt that purchasing one foot of land from the neighbor could solve
the issue. Prussman responded that buying one foot was not guaranteed.
The meeting was adjourned.
