Members present were Jere Hieb, Dick Peterson, a- Seth Hansen, a-Mary Kidwiler and Pederson. Jason Hoffelt and David Rusten were absent. Also present were Robert Haug, Corey Haug, Steve Jorenby, and Planning and Zoning Administrator Dan Hanson. Item #1 – (D. Peterson/Kidwiler) Motion to approve the minutes of the July 19, 2012, meeting. All present voted aye. MOTION CARRIED. Item #2 – (Hanson/Heib) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 - Robert Haug has made a request for a special exception on the north 427 feet of Lot B, Meyer’s Subdivision in Section 11-T109N-R50W, also known as 3500 Main Avenue South. The request is to establish an outside storage use in the Business B-3 District in the Joint Jurisdiction Area surrounding the City of Brookings. (Kidwiler/D. Peterson) Motion to approve the special exception (Hansen/Kidwiler) Amendment to the motion to add the following conditions: 1. The special exception shall be granted only to the applicant. 2. The outside storage shall be restricted to currently licensed campers, recreational vehicles, automobiles, pick-up trucks, and boats. All present voted aye. AMENDMENT CARRIED. The motion, as amended, was voted on. Hieb, D. Peterson, Kidwiler, and Hansen voted aye. J. Pederson voted no. MOTION CARRIED. Item #4 – Cass White has made a request for two variances on Lot 2, Block 5, Esther Heights Addition, also known as 2211 Teresa Avenue. The first request is to build 21 feet from the front lot line. The required setback is 30 feet in the Residence R-1B C:\Documents and Settings\lcarruthers\Local Settings\Temporary Internet Files\Content.Outlook\5ZLTOVMI\08-02.docx 2 District. The second request is to build six feet (6’) from an accessory building that is located less than seven feet (7’) from the south side lot line. The required building separation is 10 feet. (Hansen/D. Peterson) Motion to approve both variances. All present voted aye. MOTION CARRIED. Members present were Jere Hieb, Dick Peterson, a- Seth Hansen, a-Mary Kidwiler and Pederson. Jason Hoffelt and David Rusten were absent. Also present were Robert Haug, Corey Haug, Steve Jorenby, and Planning and Zoning Administrator Dan Hanson. Item #3 – Robert Haug stated that he built mini-storage units on the property several years ago. The north part of the lot would be used for the outside storage of motor homes, vehicles, and campers. He would allow only clean items and no junk. Corey Haug, Robert’s son, concurred and said he would keep the lot neat and clean. Steve Jorenby, a neighbor, opposed the request. He lived on the west side of the lot and did not want to see these items from his front window. He added that the lot had not been maintained very well in the past and, at times, people would work on vehicles at 11:00 PM at night. Kidwiler asked Haug how he would monitor the site. Haug responded that his contract would stipulate what could be stored and anything that was not neat and clean would be towed. He added that he was not aware of anyone using his lot at night. S. Hansen asked how outside storage was defined. D. Hanson answered that the term is broad and could include a wide variety of items. He felt it would be important for the Board members to determine if they felt it was necessary to specify the type of storage allowed. A special exception can be “conditioned” to insure that the use is appropriate for the area and compatible with adjacent uses. D. Peterson was uncomfortable with what could possibly be considered as outside storage. J. Pederson was concerned since the land to the west was a residential area. Haug noted that the adjacent business to the south was an existing auto sales lot with some outside storage. He wanted to replace the deck with a covered porch that would also wrap around to the south side of his house. The porch would then be within six feet (6’) of his detached garage. D. Hanson explained that a 10 foot separation between the house and accessory building was required since the accessory building was only three feet (3’) from the side lot line. D. Peterson felt the reduced separation would not be an issue.
