Members present were Larry Klingbile, Dick Peterson, a-Jim Pederson, a-Jason Hoffelt, and Rusten. Matt Kurtenbach was also present. Jay Vanduch was absent. Also present were Daren McKeever, Larry Sax, Joel Edman, Dave Bertelson, Woody Franklin, Community Development Director Mike Struck, Planning and Zoning Administrator Dan Hanson and others. Item #1 – (J. Pederson/D. Peterson) Motion to approve the minutes of the September 2, 2010 meeting. All present voted aye. MOTION CARRIED. Matt Kurtenbach was present. Item #2 – (D. Peterson/Klingbile) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 - McKeever, Inc. has made a request for a variance on Lot 6, Block 1, Telkamp Industrial Addition, also known as 3211 Prince Drive. The request is to install a third access drive onto Prince Drive. The maximum permitted it two. (D. Peterson/J. Pederson) Motion to take from the table. All present voted aye. MOTION CARRIED. (D. Peterson/J. Pederson) Amendment to the motion to add “provided no access drive is installed off 32nd Avenue South.” All present voted aye. AMENDMENT CARRIED. The amended motion was voted on. All present voted aye. MOTION CARRIED. Item #4 - Larry Sax has made a request for a variance on Lot 9, Block 2, Camelot Square Addition, also known as 1115 12th Street South. The request is to build an attached garage five feet and three inches (5’3”) from the east side lot line. The required setback is seven feet (7’) in this residential district. Item #5 - Edman Enterprises, Inc. has made a request for a variance on Outlot 9 in the NE ¼ of Section 35-T110N-R50W, also known as 1221 Main Avenue South. The request is to build ten feet (10’) from the rear lot line. The required setback is twenty feet (20’) in this business district. (Klingbile/Hoffelt) Motion to approve the variance. All present voted aye. MOTION CARRIED. Members present were Larry Klingbile, Dick Peterson, a-Jim Pederson, a-Jason Hoffelt, and Rusten. Matt Kurtenbach was also present. Jay Vanduch was absent. Also present were Daren McKeever, Larry Sax, Joel Edman, Dave Bertelson, Woody Franklin, Community Development Director Mike Struck, Planning and Zoning Administrator Dan Hanson and others. Item #3 – Daren McKeever, representing McKeever, Inc., stated that the lot was 200 feet deep by 500 feet long. The building faces south so the lot depth was shallow. The additional driveway would allow a semi-trailer to more easily access a proposed building. J. Pederson asked how the driveway would be used. McKeever replied it would be an entrance for trucks that would turn west into the lot and then back up to loading docks. The Board did not feel future access onto 32nd Avenue South was necessary if a third access drive was approved. Item #4 – Sax stated he adjusted the size of his project down to a 1’9” variance. There would be over 10 feet of separation between his proposed garage and the adjacent house. J. Pederson noted that other properties had received similar variances in the past in the neighborhood. D. Peterson received a call from a neighbor supporting the variance request. Item #5 – Joel Edman of Edman Enterprises stated he wanted to build a row of storage garages along the back side of his lot. He currently had a concrete pad that extended at least 35 feet behind the car wash. Dave Bertelson of Mills Construction was not opposed to the variance but was concerned about additional drainage off the lot. He felt maintaining the 20 foot setback would allow for some stormwater detention on-site. Woody Franklin, owner of the property to the east, felt the building would create clutter and be detrimental to his property’s value. Edman replied about 58 feet. J. Pederson asked if less space could work. Edman was unsure. Klingbile asked if the rear 10 feet would be paved. Edman answered no. Klingbile asked if the south portion that was 20 feet wide could be eliminated and the north portion moved west. Edman thought it was possible, but the access for both buildings would be tighter. Kurtenbach felt the project could be built without a variance.
