HomeMy WebLinkAbout2026_01_20 CC MinutesBROOKINGS CITY COUNCIL January 20, 2026 The Brookings City Council held a Study Session on Tuesday, January 20, 2026 at 6:00 PM, at the Brookings City & County Government Center Chambers, with the following City Council members present: Mayor Oepke Niemeyer, Council Members Brianna Doran, Lisa Hager, Bonny Specker, Holly Tilton Byrne, and Nick Wendell. Absent: Council Member Wayne Avery. City Manager Paul Briseno, City Attorney J. Vincent Jones, and City Clerk Bonnie Foster were also present. Agenda. A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, that the agenda be approved. The motion carried by the following vote: Yes: 6 - Doran, Hager, Niemeyer, Specker, Tilton Byrne, and Wendell; Absent: 1 - Avery. Presentation: OnBoardGOV. Bonnie Foster, City Clerk, presented to the City Council and public the new OnBoardGOV volunteer board management system. OnBoardGOV will save staff time, allow staff to update contact information for board members, track membership, print board books, and quickly generate reports, including term expirations and vacancies, and allow the public to submit an application to serve online using the system's streamlined application process. Update: Police Facility Site Considerations. City Manager Paul Briseno and Police Chief Michael Drake provided an update on the Brookings Police Department site evaluations, and recommended site for council determination. Presentation: Dacotah Bank Center. Kristin Zimmerman, Parks, Recreation & Forestry Director, Samantha Beckman, Assistant City Manager, and Johnny Mays, Deputy City Manager, presented an overview of the Dacotah Bank Center, in advance of Oak View Group's contract expiration at the end of this year. The presentation provided an overview of the facility and financial trends. Staff recommended engaging the public to determine the long-term use of the facility. (Council Member Wendell left at 7:20 p.m.) Adjourn. A motion was made by Council Member Tilton Byrne, seconded by Council member Doran, that this meeting be adjourned at 7:31 PM.
