HomeMy WebLinkAboutBOAMinutes_2008_03_20Board of Adjustment Brookings, South Dakota March 20, 2008 OFFICIAL MINUTES Chairperson Dick Peterson called the Board of Adjustment to order on Thursday, March 20, 2008 at 5:00 PM in the Council Chamber at City Hall. Voting members present were David Rusten, Larry Klingbile, Jay Vanduch, a-Jim Pederson, and D. Peterson. Matt Kurtenbach and a-Mike Keating were absent. Also present were Robert Krupa, City Engineer Jackie Lanning, City Planner Dan Hanson and others. Item #1 – (Rusten/Vanduch) Motion to approve the minutes of the March 6, 2008 meeting. All present voted aye. MOTION CARRIED. Item #2 – (Vanduch/J. Pederson) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 - The First United Methodist Church has made a request for two variances on Lots 1 and 2, Block 11, Second Addition, also known as 626 6th Street (corner of 6th Street and 7th Avenue). The first request is to build 8.2 feet from the east front lot line. The required setback is 25 feet in the Business B-2 District. The second request is to allow 16 fewer on-premise parking spaces than currently provided. (Klingbile/J. Pederson) Motion to approve the first variance. All present voted aye. MOTION CARRIED. (J. Pederson/Klingbile) Motion to approve the second variance. All present voted aye. MOTION CARRIED. Voting members present were David Rusten, Larry Klingbile, Jay Vanduch, a-Jim Pederson, and D. Peterson. Matt Kurtenbach and a-Mike Keating were absent. Also present were Robert Krupa, City Engineer Jackie Lanning, City Planner Dan Hanson and others. Item #3 – Bob Krupa, of RDG Planning and Design represented the First United Methodist Church. He stated that the master plan involved a community life center phase between the alley and 6th Street. The project would not add activities to the site but merely provide more space for what the church already did. He added that the gymnasium would be difficult to fit on the lot without a variance. Vanduch asked how a hardship came into play with the request. Krupa responded that parking on the site would be substantially reduced without a variance. D. Peterson asked if the location of the proposed building was in-line with the setback of the existing church. Krupa replied yes and added that the design would promote a “campus” like setting. D. Peterson inquired about the adjacent parking lot. Hanson responded that the lot was established a few years ago by Brookings County. The lot is used by the First United Methodist Church, the Presbyterian Church, and others on Sundays and evenings.
