OFFICIAL MINUTES
Vice-chairperson Matt Kurtenbach called the Board of Adjustment
to order on Thursday, November 15, 2007 at 5:00 PM in the Council
Chamber at City Hall. Members present were David Rusten, a-Mike
Keating, a-Jim Pederson, Kurtenbach, and Dick Peterson (by conference
call). Jay Vanduch and Larry Klingbile were absent. Also present were
Shane Brink, Melissa Otteson, Lisa Syrstad, Marie Scheibel, Jody Owen, City
Engineer Jackie Lanning, Zoning Administrator Dan Hanson, and others.
Item #1 – (J. Pederson/D. Peterson) Motion to approve the minutes of the
November 1, 2007 meeting. All present voted aye. MOTION CARRIED.
Item #2 – (Rusten/Keating) Motion to approve the agenda. All present
voted aye. MOTION CARRIED.
Item #3 - Shane M. Brink and Donald D. Brink have made a request for a
variance on the north 65' of Lot 6, Block 1, Henry's Addition and the north 65'
of Outlot C, Parkdale Home Addition, also known as 823 3rd Avenue. The
request is to establish a two-family dwelling on a lot with 9,230 square feet of
area. The minimum square footage required in 9,900.
(Rusten/J. Pederson) Motion to approve the variance request. All
present voted no. MOTION FAILED.
Item #4 - Brookings School District 5-1 has made a request for a variance on
Lot 1, Parkview Second Addition (Brookings High School outdoor track at 5th
Street South and Medary Avenue). The request is to erect a 28’ x 30’ storage
building two (2) feet from the west front lot line. The required setback is 30
feet in the R-1B Residential District.
(J. Pederson/Rusten) Motion to approve the variance.
(Keating/D. Peterson) Motion to table. All present voted aye. MOTION
CARRIED.

SUMMARY OF DISCUSSION
Vice-chairperson Matt Kurtenbach called the Board of Adjustment
to order on Thursday, November 15, 2007 at 5:00 PM in the Council
Chamber at City Hall. Members present were David Rusten, a-Mike
Keating, a-Jim Pederson, Kurtenbach, and Dick Peterson (by conference
call). Jay Vanduch and Larry Klingbile were absent. Also present were
Shane Brink, Melissa Otteson, Lisa Syrstad, Marie Scheibel, Jody Owen, City
Engineer Jackie Lanning, Zoning Administrator Dan Hanson, and others.
Item #3 – Shane Brink stated the house was currently a single-family
dwelling. His intention was to establish a two-family dwelling. He noted
that there were other rental properties in the neighborhood. He would
add additional parking in the rear yard and design it so that cars would
drive out onto 3rd Avenue. He noted that a two-stall detached garage
existed on the lot and added that the variance was for 670 square feet
which was only 6 – 7% less than required.
Melissa Otteson, a neighbor, opposed the request. She did not feel
there was a hardship. She also felt density was an issue. Lisa Syrstad, an
abutting neighbor, felt traffic was an issue and felt she would be always
looking at a rear yard full of cars. Marie Scheibel and Jody Owen,
neighbors, opposed the request because it would increase density and
traffic in the neighborhood.
Peterson stated that he did not feel that a hardship had been
shown on the request by the applicant.
Item #4 – No one from the Brookings School District was present to discuss
the variance.
The meeting was adjourned.
