HomeMy WebLinkAboutBOAMinutes_2007_10_04Board of Adjustment Brookings, South Dakota October 4, 2007 OFFICIAL MINUTES Chairperson Dick Peterson called the Board of Adjustment to order on Thursday, October 4, 2007 at 5:00 PM in the Council Chamber at City Hall. Members present were David Rusten, a-Mike Keating, a-Jim Pederson, and D. Peterson. Matt Kurtenbach, Larry Klingbile, and Jay Vanduch were absent. Also present were Brent Rohl, Dean Gulbranson, City Engineer Jackie Lanning, and Zoning Administrator Dan Hanson. Item #1 – (Rusten/J. Pederson) Motion to approve the minutes of the September 6, 2007 meeting. All present voted aye. MOTION CARRIED. Item #2 – (J. Pederson/Rusten) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #3 - Brent Rohl has made a request for a variance on the south 1/2 of Lots B, C, and D of Lot 2, Block 15, Morehouse Addition, also known as 723 Harvey Dunn Street. The request is to build an accessory building four feet (4') from the north side lot line. The required setback in this residential district is seven feet (7'). (Rusten/J.Pederson) Motion to approve the variance. All present voted aye. MOTION CARRIED. Item #4 - Dean Gulbranson has made a request for a variance on Lots 1 and 2, Block 2, Timberline Addition, also known as 404, 406, 410, and 412 Telluride Lane. The request is to establish eight (8) garage stalls and eight (8) tandem parking spaces for a use that requires 18 parking spaces. (J.Pederson/Keating) Motion to approve the variance. All present voted aye. MOTION CARRIED. Members present were David Rusten, a-Mike Keating, a-Jim Pederson, and D. Peterson. Matt Kurtenbach, Larry Klingbile, and Jay Vanduch were absent. Also present were Brent Rohl, Dean Gulbranson, City Engineer Jackie Lanning, and Zoning Administrator Dan Hanson. Item #3 – Rohl stated that his rear yard was surrounded by an older brick fence. He added that the rear yard had some drainage issues and needed some grading. The current garage had only a single stall. Item #4 – Gulbranson stated that he had received a Conditional Use to build a 4-unit building on the site. The plan would be similar to nearby twinhomes. He commented that a sanitary sewer line ran under the west lot line to serve the Sarah Renee Addition. In order to allow more room for the sewer line, he decided to attach two twinhome designs into a 4-plex. Hanson explained that, by definition, a building with 4 units was an “apartment”. Apartments had strict parking regulations and did not allow tandem parking. Therefore, a parking lot was required for this use versus individual driveways. Hanson added that the Planning Commission would visit that issue to see if amendments to the parking regulations were appropriate for similar developments. Gulbranson noted that the units would be constructed to be independent of the other so that separating them through platting in the future would be permissible.
