HomeMy WebLinkAboutBHPCMinutes_2021_05_13Brookings Historic Preservation Commission May 13, 2021 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, May 13, 2021 in City Hall. Members attending virtually: Jessica Garcia -Fritz, Janet Merriman, Matthew Weiss, Jon Stauff, Janet Gritzner and Tom Thaden. Greg Heiberger was absent. Also present Mike Struck, Community Development Director, Jason and Brandy Johnson. Chairperson Garcia -Fritz called the meeting to order at 6:00 p.m. A motion was made by Merriman and seconded by Weiss to approve the agenda. All present voted aye. A motion by Merriman, second by Stauff to approved the April 8th and April 28th, 2021 minutes correction to the April 28th minutes. All present voted aye. 11.1 Review Case Report — 9117th Street Grorud Family Trust, owners of the property at 9117th Street have submitted an application for window replacement. Neither the applicant nor the applicant's representative was present. Reviewing pictures provided by applicants, appears some of the windows are not original to the structure. Garcia -Fritz questioned which windows were proposed for replacement as the application is not clear. Discussion ensured on the consistency of the window assemblies. Weiss was comfortable with the foundation alteration as it is necessary to address proper egress for safety. Motion by Merriman, second by Weiss to table the application and request further information from the applicant through the following questions: Which windows have been replaced in the past and which windows are to be replaced with the proposed vinyl window? The frames for the existing windows appear to be a mix of vinyl, aluminum, and wood. Please indicate the frame type for each existing window. For each window to be replaced, how will the type and pattern of the existing windows be matched (i.e. for pattern, are the windows double hung, single hung, etc. and are they the same measurement)? What consideration has been given to repairing the existing wood trip around the rough opening without covering it with aluminum coil? All present voted aye. 11.1 Review Case Report — 824 4th Street Jason and Brandy Hohnson, owners of 824 4th Street submitted an application to constructed a detached garage on the southwest portion of the lot. An existing shed is to be removed. The proposed garage is three (3') feet from the west lot line. Struck specified the side yard setback per zoning requires a five (5') foot side yard setback and the applicants agreed moving the garage two (2') feet to the east would be acceptable. Garcia -Fritz felt the height is consistent with new additions and placement on the lot is appropriate. Gritzner felt the architectural fapade of the garage matches the house. Weiss agrees the prposed pitch of the garage is consistent with the house pitch and the massing is appropriate. Motion by Merriman, second by Weiss the project meets the Secretary of Interior Standards and SD Administrative Rules for New Construction 24:52:07:04 and agree with the case report. All present voted aye. Discussion on 11.1 Review Process Pertaining to Homeowner Projects/Windows. Commisssion had a brief discussion on window repairs/replacements. Weiss suggested the Commission may need to identify areas of compromise such as allowing for new efficiency but ensuring the pattern is maintained. Discussed a key element of such a compromise would be focused around getting accurate information from "Experts' to the applicant to allow projects to be reviewed in a timely manner. Merriman was supportive of helping homeowners by providing guidance on window repairs/replacements, and identifying experts to assist. This will be an ongoing discussion. Subcommittee Discussion/Project Updates. Special Projects — plaque project is weather dependent; Historic Preservation Contractors may be a special project to help identify "experts" Public Relations —Thaden submitted an article to the Brookings Register on the 1926 Building for Historic Preservation month. Jon Stauff will replace Angie Boersma on the subcommittee. Public Education — Merriman had 2 posts on Facebook in the month.
