HomeMy WebLinkAboutBHPCMinutes_2021_03_11Brookings Historic Preservation Commission March 11, 2021 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, March 11, 2021 in City Hall. Members present: Jessica Garcia-Fritz, Matthew Weiss, Janet Gritzner, Janet Merriman, and Tom Thaden. Members attending virtually: Greg Heiberger and Jon Stauff. Angie Boersma was absent. Also present Mike Struck, Community Development Director. Chairperson Garcia-Fritz called the meeting to order at 6:03 p.m. A motion was made by Merriman and seconded by Gritzner to approve the agenda as amended with the addition of item 5b. History Conference. All present voted yes, motion carried. Motion by Merriman, seconded by Weiss to approve the minutes from February 11, 2021 meeting, with spelling correction of Yonward app. All present voted yes, motion carried. Updates on 11.1 Review. Struck provided an update on 703 8th Street, an exterior restoration approved by State Historic Preservation Office (SHPO). Two additional projects are anticipated to require a case report; 911 7th Street for window replacements, and 411 4th Street, window replacements. Angie Boersma, representing Linchpin Corp., provided an update on the Armory redevelopment project. The developers are working with the National Park Service and State Historic Preservation Office on historic tax credits. As a historic tax credit project, the 11.1 Review process is handled through the National Park Service and SHPO and is not subject to the local review. Boersma is providing an update as this is an important project in the community and wanted to keep the committee updated on progress. Boersma provided an overview of the project with the Armory structure remaining intact with interior renovations to accommodate future meeting/convention/banquet type space along with smaller offices available for lease to private businesses and/or individuals. The area west of the Armory is planned for a hotel with underground parking with the entrance to the south. The orientation of the hotel has been rotated to minimize the impact onto the Armory. The L - shaped hotel will have the long portion of the hotel along 3rd Street with the narrower portion abutting the Armory. The front entrance of the hotel will face to the south. The top floor of the hotel will be stepped back from 3rd Street to minimize the massing on adjacent properties. Discussion on Historic Preservation Plan. Struck provided a draft of Historic Preservation Plan and Implementation Matrix. The Commission will be asked to take action on adopting the Historic Preservation Plan at the April meeting. The following comments were provided: Update the Commercial District information on page 20 Create a web links page at the end of the document for future referencing and ease of updating as web links change Subcommittee Discussion/Project Updates. Merriman explained the BHPC Facebook page and the statistics associated with the posts she has made. Tries to make at least one historic preservation post per week to keep content fresh and generate interest. Discussion on CLG Grant Application. Discussion on priority areas to apply for grant funding. Discussed utilizing past projects from 3-4 years ago that were unable to be completed. Additional areas for consideration may include partnering with Downtown Brookings and the Brookings Arts Council in a research capacity on the alley naming project. History Conference. The History Conference will be held virtually April 23-24, 2021. Registration fee is $25 for non-members. Gritzner will be presenting on South Dakota Icons.
