Brookings Historic Preservation Commission
September 22, 2016 Minutes (unapproved)
A meeting of the Brookings Historic Preservation Commission was held on Thursday, September 22, 2016
at 5:00 p.m. in City Hall. Members present: Angie Boersma, Leah Brink, Janet Merriman, Dennis Willert,
Greg Heiberger and Jessica Garcia Fritz. Virginia James, Janet Gritzner and Les Rowland were absent. Shari
Thornes, City Clerk, and Laurie Carruthers, Communications Specialist, were also present.
Vice-Chairperson Boersma called the meeting to order at @@p.m. A motion was made by @@, seconded
by @@, to approve the agenda. All present voted yes, motion carried. A motion was made by @,
seconded by @, to approve the August 25, 2016 minutes. All present voted yes; motion carried.
Schedule next meeting. October 13 at 5:00 pm.
Project/Issue Updates & Reports.
HISTORIC WPA ARMORY. Action meetings in year one in October, November and December. What are next
steps? Changes to letter – minor language changes, definitions. City Attorney can only weigh in on policy.
Kneip proposal is out. Role of HPC – ensure every Council Member is informed? Voice opinion at meeting.
Understand value of historic preservation. Inform of process of review with end result of preserving
historic structures. Advocate and education. Visual. Open space study, previous armory studies, square
footage for parking lot. Space used for? Downtown at Sundown, no stage, hardscaping, Front Street
emergency route. Challenge final decision on 11.1 review. Need to prove facts. Commission is speaking
same language. Letter part of the Council packet, someone read at meeting. Letter to editor or speak out.
Brainstorm more on plan.

SHPO. Trust webinar, funding opportunities, last minute, trust grants before Bandshell in past. Deadwood
grant. Letter to city manager/council grants for Armory. State is asking input on Park Plan. Clay County
2018 for Statewide meeting, Fort Pierre possibly 2017. SF & Clay counties revive statewide advocacy
group.
STAFF. Bunglows – Steve Mardquort, 11.1 review with attorney.
Following guidelines, SHPO on site 835 6th Avenue, 616 3rd Street still pending – follow-up with resident.
Cubby’s design plan vs. actual review final process? Jared Thomas to walk through. 9th & 9th lifted for
basement. Nothing came through HPC?
