Telkamp Industrial Addition - Block 5 was originally platted in 2006 as a 20,8 acre parcel, This plat vacates Block 5, and replats it into three (3) lots. Easements have been modified to accommodate stormwater drainage into Lot 2 which will be used entirely for retention/detention, Lots 1 and 3 will become available for transfer. Easements are correct. City Engineer's Comment: No drainage plan is required since the flows for Lots 1 and 3 are Incorporated into the retention pond that was built on Lot 2. 1 recommend approval of the final plat. b. SDSU Innovation Campus Addition - This plat establishes public road rights- of-way on state land. The roads will provide public access to approximately 30 lots that are part of the Innovation Campus development plan, The roads will have two primary access points onto 22nd Avenue and one secondary access that will lead to 25th Avenue/1 Om Street, Approval should be subject to required utility easements. City Engineer's Comment: The City has received and approved the drainage plan for this development. There are two retention ponds planned for the development: one on the western side and one on the northeastern side of the development. I recommend approval of the final plat, c. Windermere Pointe Addition - This plat coincides with the preliminary plan approved in February. All Brookings Municipal Utilities and City of Brookings required easements are shown on the plat. City Engineer's Comment: The flows from these platted lots have been incorporated into a previously approved drainage plan. I recommend approval of the final plat. d. Moriarty Fourth Addition - The lots in this plat have been adjusted in size to coincide with the proposed building designs. The general layout conforms to the preliminary plat approved in 2005, City Engineer's Comment: The flows from these platted lots have been incorporated into a previously approved drainage plan for this area. The detention pond for the flows • City Planning Commission September 29, 2008 Page 2 from these lots is located north of Lot 21. 1 recommend approval of the final plat ITEM #4 - DISCUSSION (Prairie Hills Development) Proposal: This is the first of three (3) platting phases of the development process for the Prairie Hills mixed use development plan. The sketch plan phase has been discussed internally among the various city departments, and more discussion will take place in the future, However, the developer would also welcome comments from the Planning Commission. A major factor in the design of this subdivision is the master water/sewer plan for this area and adjoining land to the west and south. Brookings Municipal Utilities has proposed new water/sewer trunk line locations through Prairie Hills, and these lines will certainly dictate the subdivision design in some areas. Without going into great detail, the general lot layout is similar to Indian Hills with common space adjoining the low-density portion. The plan shows the existing zoning in place along 20th Street South and also indicates additional high- density adjacent to those districts. Drainage will generally flow from west to east and exit into the Medary Avenue ditch or onto city -owned land. Item #5 - ZONING AMENDMENT Proposal: Create a new use category Background: Extended -stay lodging has been around for many years. It originally made up a very small fraction of the hotel industry by catering primarily to upscale guests. This began to change in the late 1980s when mid-level and economy versions emerged, By the mid 1990s, major companies such as Marriott were getting into the market. Today, the Extended Stay America hotel chain is worth billions and has hundreds of hotels. An extended stay hotel is a hybrid between a hotel and an apartment. Each guest room has a kitchen, which is stocked, in addition to the standard hotel room amenities. Housekeeping services are limited, and laundry services are often available within the building. • Specifics: The ordinance changes involve creating uniformity within the ordinance by using only "hotel" and dropping "motel" in all zones except the B-4 SACity Engrs\dms\ pc \staff reports\2008\PC-2008-10.doc 2 a •City Planning Commission September 29, 2008 Page 3 • • and adding an Extended Stay Hotel in certain zones. The 1,000 square foot/unit standard is currently in the ordinance for hotels in certain zones and has been added to the extended stay hotel use as a density control measure. A review of similar ordinances from other communities indicated that an extended stay was defined as a 30 to 210 day stay. S:1City Engrsldmskpckagendask20081PC-2008-10 JJ.doc L TO: Joint City/County Planning Commissions FROM: Dan Hanson, City Planner S-,�A DATE: September 30, 2008 RE: Staff Report for the October 7, 2008 meeting Item #2 - REZONING Proposal: Rezone 9 1/2 acres for residential use Backaround: This acreage is currently undeveloped except for a horse barn that was constructed a few years ago along the east side about 500 feet south of West Sm Street South. There are two corrals south of the building. Two residences abut this tract along the east side. One residence has about three acres of land, and the other has several outbuildings on approximately 40 acres. These properties separate the subject parcel from the current city limits. Specifics: The parcel is a linear strip of land abutting West 16m Avenue South, Rezoning the land to the requested residential district would permit a developer to establish about 3 units per acre maximum density. However, actual density would likely be less than 50% of the maximum. I have attached excerpts from the Vision 2020 Plan that relate to proposals such as these. Please refer to the various pages to read the guidelines in place for new developments. Keep in mind that annexation is not an option since the land is not contiguous to the current city limits. Members present were Curt Ness, Larry Fjeldos, Stacey Howlett, John Gustafson, and Fargen, Mike Cameron, David Kurtz, Al Heuton, and Al Gregg were absent. Also present were John Mills, City Engineer Jackie Lanning, City Planner Dan Hanson, and others. Item #1 - (Fjeldos/Ness) Motion to approve the minutes from the September 2, 2008 meeting. All present voted aye. MOTION CARRIED. Item #2 - (Howlett/Fjeldos) Motion to approve the amended agenda deleting Item # 3b. All present voted aye. MOTION CARRIED. is Item #3 - The,following plats were submitted for action: a, Lots 1, 2, and 3, Block 5, Telkamp Industrial Addition (Gustafson/Fjeldos) Motion to approve the plat. Mike Cameron, David Kurtz, Al Heuton, and Al Gregg were absent. Also present were John Mills, City Engineer Jackie Lanning, City Planner Dan Hanson, and others. Item #3c - Hanson noted that the west portion of Windermere Way right-of-way would be renamed to avoid addressing conflicts or Issues with 911 emergency services. Fargen inquired about stormwater drainage, Lanning responded that detention was planned for the west side of the subdivision. Item 3d - Gustafson asked about the drainage plan for this development, Lanning replied that the detention area would be north of Lot 21 but was not shown since the land where the detention would go was still unplatted. Item #4 - John Mills, developer of Prairie Hills Addition, stated he purchased the acreage in 1996. The original parcel contained 320 acres. The city later acquired 134 acres on the east side for drainage and conservation, The development concept would be similar to the Indian Hills open space plan. Some areas would be built-up from fill off other surrounding areas. Fjeldos asked about the street design. Mills replied that it would be similar to Indian Hills but would also include a round -about. Fjeldos inquired about cul-de-sac radii and sidewalks. Again, Mills responded that cul-de-sacs and sidewalk locations would be similar to Indian Hills. Mills added that the bike trail along Medary Avenue could possible be routed through Prairie Hills near the tree belt, Gustafson stated the sewer line locations went through some lots. Mills explained that the sanitary sewer plans were only preliminary but noted that the west side of Main Avenue would have to be served too. SACity Engrs\dms\pc\minutes\2008\PC-2008-10.doc 3 Fjeldos asked if lot size averages had been decided. Mills replied 85 foot frontages and 115 foot depths would be common. Fargen asked what the timetable le was for developing the land. Mills felt there were too many variables to consider so it was merely a guess. He was anticipating a 2009 start. Item #5 - Hanson summarized the changes to the ordinances. They included a new definition, modified terminology regarding hotel and motel, unit/acre density limits and parking requirements. Extended stay hotels were popular throughout the United States and regulations varied among communities. The maximum stay ranged from 30 - 210 days per calendar year. A 180 day maximum was proposed for the ordinance. Lance Park, owner of the Days Inn, felt there was a need for extended stay lodging in Brookings. Seasonal workers and people waiting for houses to be built or to buy could use an extended stay hotel. The meeting was adjourned.
