Parks and Recreation Advisory Board Notes
Monday, October 6th, 2025 5:30 PM
1. Call to Order
Co-Chair Steve Berseth called the meeting to order at 5:31 PM. Board members Present: Nathaniel Condelli, Steve
Berseth, Stacey Zerfas, Brenda Andersen and Paul Meyer. City of Brookings Staff Present: Park, Recreation and
Forestry Director Kristin Zimmerman Via Teams, Assistant Director Parks, Recreation and Forestry Joshua Bauman and
Park, Recreation and Forestry Office Manger Ashley Marler. Board Members Absent: Erika Saunders, Jay Larson,
Isabella Park.
2. Approval of Agenda
Brenda Andersen motions to approve the agenda. Nathaniel Condelli 2nds motion; Motion is carried.
3. Approval of Minutes
Stacey Zerfas motions to approve the minutes. Paul Meyer 2nds motion; Motion is carried.
4. Call to the Public
There were no members of the public in attendance that wanted to speak.
5. New Staff Member Notification - Jolie
Jolie started with the City of Brookings as a Forestry Maintenance worker in the Spring of 2025 and is now
transitioning to a Full Time Forestry Technician. She has her Bachelor’s Degree in Horticulture from SDSU. In her free
time, she likes to hike, garden and tend to her flock of chickens and turkeys. We are glad to have her on our team.
6. Discussion & Possible Action: Donation
Josh met with a family that would like to do a donation. The donation would be in reembrace donation. We are
looking at putting the bench to the Northeast of the main pond where there is a small fishing spot. We would be
looking at putting a 12x12 cement pad with a bench on it. The bench would have a plaque. The cement will be a
larger area so that down the road in the future there would be a shade structure added. This will work into the Nature
Park Theme. We are looking for possible action on the donation and Kristin and Josh both are supportive of the
donation. The family that is donating the bench wanted to make the donation in honor and memory of their son. He
loved fishing and spending time at the nature park. The family wanted to be able to provide something to the
community and to also remember what their son loved to do. Steve Berseth makes a motion to approve the donation.

7. Department Updates
Project updates:
1. We resurfaced 4 basketball courts. Larson Park, Moriarty Park, Arrowhead Park and Indian Hills Park. Indian
Hills Park had both basketball and tennis courts resurfaced. Arrowhead is a brand-new court; all the others
were only a resurfacing.
2. We replaced the playground for 2025, we just need the resurfacing to be installed. Hopefully this will be
completed within the next two to three weeks.
3. We did receive the 95% drawings for the Edgebrook Golf Course Water Sourcing project. That should be
going out to bid next week. We will be lining the ponds at the same time as connecting to the raw waterline.
Onboarding Program:
We have recently redone the onboarding program. Kristin will email out the change to board members. The
onboarding will be based off of sports. The city acts as the league. The team is our department. Our employees are
our player and then our fans are our city residents and Park Board members.
8. Other Board Updates
Sustainability Council: there isn’t a lot of action as they wind down the end of the year. Their big project was the
food forest. We are hoping to use any funds that are left over to purchase more trees. In the Spring we will be looking

at doing a ribbon cutting for the Food Forest. They did pollinator day at the farmers market and it was a great
success. So, they will be looking to do that again. Right now, we are just wrapping up the year and planning for 2026
items.
Bicycle Sub Committee: We are getting together to put together a game plan for repairs and new reconstruction for
2026. We will bring that to Kristin and Park Board for support. We’d like to possibly take a look at the trail rules
due to seeing so many e bikes and other things being used on the trails.
Public Arts Commission: The commission is still moving forward with the installation at the skate board park. They
are also working on getting a call for the artist to get a large entry piece at the Dakota Nature Park. They are also
having a rolling fund. So, they have a max tap for maintenance. Half of the money goes in for public art, ¼ of the
funds goes in for long term projects, a ¼ goes in to short term projects. We have reached the max amount in our
maintenance fund, so we will be moving some of those funds into the long-term projects.
9. Other City Department Updates
We are working with the Public Works Department on Community food composting. We will be offering composting
through the landfill. 205 of the trash in our landfill is compostable food. This is a very good practice for the
sustainability of our land fill. The buckets will be given out at the farmers Market and we will have 4 pickup locations,
the Streets Department, East and South Fire Station as well as the landfill. We are prepping the annual city report,
that will be emailed out to you guys the first park of next week. As a park of our City Council Retreat, we are doing
some strategic planning on how Parks play into building community.
