HomeMy WebLinkAboutUtilMinutes_2024_04_30 Municipal Utilities Board April 30, 2024 City of Brookings A special meeting of the Municipal Utilities Board was held at 1:15 p.m. on Tuesday, April 30, 2024, via Microsoft Teams with the following members present: Bartels, Hansen, Hawley and President Harvey. Absent: Carruthers APPROVE DW-SRF FUNDING APPLICATION FOR CERTAIN IMPROVEMENTS TO THE CITY’S WATER TREATMENT FACILITY AND DISTRIBUTION SYSTEM Motion was made by Bartels that the following Resolution No. 14-24 be approved. RESOLUTION NO. 14 – 24 RESOLUTION APPROVING FUNDING APPLICATION FOR CERTAIN IMPROVEMENTS TO THE CITY’S WATER TREATMENT FACILITY AND DISTRIBUTION SYSTEM (DW-SRF Funding Application) WHEREAS, the City of Brookings, South Dakota (the “City”), operating through the Brookings Municipal Utilities (BMU), currently operates a municipal water utility (the “Utility”); and WHEREAS, BMU has determined it is necessary to proceed with improvements to the Utility, including but not limited to constructing a new Water Treatment Facility, Wellfield Expansion, and Distribution Piping upgrades, as outlined in the City’s Facilities Plan, dated March, 2021, as amended September, 2021 (the “Project”); and WHEREAS, loan assistance is necessary to enable the City to construct the necessary improvements and an application for financial assistance to the South Dakota Board of Water and Natural Resources (the “Board”) was prepared and submitted; and WHEREAS, the American Rescue Plan Act (ARPA) and 2024 Senate Bill 53 have allowed for additional grant allocations; and WHEREAS, the City qualifies for up to an additional $9,000,000; and WHEREAS, the City received $21,039,300 ARPA funds. NOW, THEREFORE, BE IT RESOLVED BY THE BROOKINGS MUNICIPAL UTILITIES BOARD: 1. That the City of Brookings/BMU is hereby authorizing a request for consideration by the Board for up to $9,000,000 of additional ARPA grant funds to be provided for this project. 2. That the Brookings Mayor is hereby authorized to execute the applications and submit it to the South Dakota Board of Water and Natural Resources and to execute and deliver such other documents and perform all acts necessary to effectuate the application for financial assistance. 3. That the Brookings Municipal Utilities Executive Vice President/General Manager is hereby designated as the authorized representative of the City of Brookings/BMU to do all things on its behalf to certify and sign payment requests in the event financial assistance is awarded for the Project.
