Municipal Utilities Board June 26, 2023
City of Brookings
A special meeting of the Municipal Utilities Board was held at 11:45 a.m. on Monday,
June 26, 2023, via Microsoft Teams with the following members present: Carruthers, Bartels,
Hansen, Hawley and Harvey.
APPROVAL OF BILLS AND CLAIMS
Motion was made by Carruthers, seconded by Hawley that the following bills and claims

EXECUTIVE SESSION
Motion was made by Hawley, seconded by Hansen to adjourn to an executive session for
the purpose of consulting with legal counsel and reviewing communications from legal counsel
about proposed or pending litigation or contractual matters and discuss marketing or pricing
strategies and personnel. All members present voted in favor of the motion.
The Board reconvened in open session.
AMENDMENT TO COLLECTIVE BARGAINING AGREEMENT
Motion was made by Carruthers that the following Resolution No. 15-23 be approved.
RESOLUTION NO. 15 - 23
RESOLUTION APPROVING AMENDMENT TO COLLECTIVE
BARGAINING AGREEMENT JULY 1, 2021-JUNE 30, 2024
WITH LOCAL UNION 426 OF THE IBEW
WHEREAS Brookings Municipal Utilities (BMU) Board entered into a
Collective Bargaining Agreement with the Local Union No. 426 of the International Brotherhood
of Electrical Workers (IBEW) on July 26, 2021; and
WHEREAS the Brookings Municipal Utilities Board has recognized that
economic conditions have impacted the wage levels in the BMU labor markets; and
WHEREAS it is important for Brookings Municipal Utilities to be competitive in
the BMU labor market in order to hire and retain qualified employees and wage adjustments for
positions covered under Schedule A of the Collective Bargaining Agreement will aid in this
effort; and
WHEREAS the BMU Board wishes to amend the above stated Agreement by
increasing the rate of pay from 3% to 5% for one year, effective July 1, 2023.
NOW THEREFORE BE IT RESOLVED by the Brookings Municipal Utilities
Board (the “Board”) that:
1. The “Amendment to Collective Bargaining Agreement July 1, 2021 – June
30, 2024” be hereby approved.
2. The President of the Board and/or Executive Vice President/
General Manager be hereby authorized to execute the approved contract
documents.
