HomeMy WebLinkAboutSCMinutes_2025_01_08City of Brookings Sustainability Council Meeting Minutes Wednesday,January 8th,2025,4:00 PM City/County Government Center;Room 300 Sustainability Council Members:Anthony Shanks,Louis Hesler,Albert Patin,,Robin Buterbaugh,Emily Abele,Kiley Rath,Kyle Jamison,Conner Evers,Alicia Heich,and SDSU Student Representative Valentyna Stopul,City Staff:Samantha Beckman Assistant to the City Manager 1.Call to Order T.Shanks 2.Approval of the (Amended)Agenda Motion to Approve:L.Hesler Second:R.Buterbaugh Aye:All Opposed:None 3.Approval of Minutes Motion to Approve:A.Patin Second:R.Buterbaugh L.Hesler Abstains 4.Open Forum At this time,any member of the public may request time on the agenda for an item not listed.Items are not typically scheduled for the end of the meeting;however,very brief announcements of invitations will be allowed at this time. 5.Stormwater Incentive Program Update/Discussion -Charlie Richter ●Last year ’s reimbursement program:Rain Barrel Program and Native Plant Initiative ●Hoping to increase participation this year. ○ ○$60 Reimbursement for rain barrel 2025. ○Increase the size of the plantings.Last year ’s max was $250.Increase to $500+this year and reimburse half. ○Hope to offer pre-made groupings for native plant ○New this year:Rain garden incentive -up to $1000 reimbursement ■Rain Garden Education Workshop Event at McCrory:March 29th ■Rain Garden Pilot Plots around the city ●City is contributing $12,000 and BMU is matching that this year for these programs. ○Potential to expand to commercial businesses. 6.City Update -Samantha Beckman ●Downtown Fire ●Marketplace ○Target &Aldi ●Jan 22 is Brookings/SDSU Day at the Capitol,see Chamber website to register ●The last collection truck wrapped in recycling awareness messaging is done ●Al Kruse retired after 42 years with City ●3rd Street/Main Ave Pedestrian Scramble ●Ameresco energy saving project still ongoing -updates to DBC,LIC,East Fire mostly &will move to other city facilities ●Economic Development Partner Merge Committee Set Up ●Preparing for upcoming legislative session 7.Plastic Water Bottle Fill Stations ●Request from Parks Dept. ○Water bottle fill stations ■ADA accessible water fountains ■Pet-fill stations as well ○$3,500 each ○Goal to install 10 throughout various Brookings parks ○Sustainability Council to help seek out funding opportunities 8.Downtown Brookings Brainstorming a.Brosts Fire lasted 27 hours i.11 households -17 individuals displaced ii.Firefighters from Brookings,Volga,Madison,Ramona iii.Downtown Grant Incentive Programs 1.Already incorporated within the Master Plan. 9.Bee City USA City Council Presentation ●A.Patin to lead presentation both February 11th or 25th at 6:00pm ○The 25th meeting will determine if it will/will not be adopted. ○Will remove the No Mow May Ordinance at the same time. 10.Subcommittee Assignment Updates a.Education and Outreach:K.Rath (LEAD),A.Heich,V.Stopul b.Climate (Biodiversity):R.Buterbaugh,A.Heich,C.Evers,L.Hesler (LEAD) c.Waste:A.Patin (LEAD),C.Evers,V.Stopul,K,Jamison d.Energy:E.Abele (LEAD),K,Jamison,A.Patin,T.Shanks e.Local Foods:R.Buterbaugh (LEAD),K.Rath,C.Evers 11.Updates/Reports from Subcommittees a.Education and Outreach ●Content Calendar:BSC members to sign up to provide an idea/info for a post for City socials each month. b.Climate (Biodiversity) ●No Updates c.Waste ●A.Patin:How much of recycled materials get diverted to the landfill? ●Water Bottle Refill Stations “Hydration Station”:grant research d.Energy ●Find someone to talk to about implementing a charging station at the new Marketplace development e.Local Foods ●R.Buterbaugh:Met with Parks Dept. ○Move forward with public engagement meeting at some point ○Plan to still work with SDSU Landscape Architecture students ○Signs will be put up in the spring. ○Smaller plant identification signs and kiosks needed. ●Fence required.S.Beckman:fencing estimated to cost $12,000.To seek out sponsorship and/or grants.Plaque on fencing for sponsors. ○Fences required before anything besides trees are planted. 12.Updates from LIaisons a.Parks and Recreation Board i.No Updates b.Planning Commission i.No Updates c.Historic Preservation i.No Updates d.Local Emergency Planning Commission i.No Updates e.BATA i.No Updates 13.Continuing Items a.SDSU Student Project Ideas i.Help put together plant packs/kits for Native Plant Initiative ii.Planting and maintenance/upkeep of new City native plant spaces/Food Forest b.Mayor’s Awards Planning i.Categories:Nonprofit/Government,Industrial,Individual 14.Call for Future Agenda Items ●None 15.Adjourn Motion to Adjourn:E.Abele Second:A.Patin Aye:All Opposed:None Respectfully submitted by Kiley Rath.
