City Staff: Jacob Meshke. Guests: Louis Hesler, Sarah Weber 1 Call to Order E. Abele 2. Approval of the Agenda Motion to Approve: R. Buterbaugh Second: B. Pengra Aye: All Opposed: None 3. Approval of Minutes Moved for approval: A. Patin Second: C. Kunkel Aye: All Opposed: None 4. Open Forum At this time, any member of the public may request time on the agenda for an item not listed. Items are not typically scheduled for the end of the meeting; however, very brief announcements of invitations will be allowed at this time. 5. City Update- Jacob Meshke • Interchange will be completed potentially in July -2nd phase 2 of 22nd construction to commence after • Several positions open with the City. • A. Patin: Solid Waste Master Plan is coming together! 6. Discussion/Possible Action on Bees in Brookings; Sarah Weber • Seeking recommendation from Sustainability Council to change the No Bees ordinance so that Dakota Prairie can have hives on campus. • Children develop lifetime skills through learning about bees. Edmund Central school district won the Grant to become trained in beekeeping, these lessons can be integrated into classroom curriculums— the grant is acquired and inquiries are being made to see if this can be made a reality in the school. • Two hives in the first year; two additional in second year. • Applied for grant to grow native plants that are beneficial/purposeful for the bees • Sell jars of honey to help fund program and use honey in cafeteria • R. Buterbaugh: Farm to School grant? Bees are considered livestock. • A. Shanks: Pheasants Forever hosts pollinator class • E. Abele: Co -Promote No Mow May—"we are helping the bees at Dakota Prairie" • A. Patin & A. Shanks o Amount of acceptable hives for area. o How is it being maintained? o When is it acceptable to have hives out? • J. Meshke: "Bees permitted so long as they do not compromise health/safety." • Spare epi -pens and additional training were provided as part of the grant. • R. Buterbaugh: Motion to "recommend creating an ordinance to allow so long as it does not infringe upon the health or safety of the community and keeping within state legislation requirements ... Must follow state legislative requirements." Second: G. Bolwerk; Aye: All Opposed: None 7. Discussion/Possible Action on 2022 Annual Report • B. Pengra: Motion to adopt pending changes. Second: B. Beer 8. Discussion/Possible Action on Subcommittee Membership and Structure a. Marketing: S. Krueger, G. Bowlwerk, L. Hesler, and K. Rath b. Energy: E. Abele, B. Pengra, A.Shanks c. Local Food: R. Buterbaugh Aye: All Opposed: None 9. Discussion/Possible Action on Historic Preservation • E. Abele: The Sustainability Council recommends the Historical Preservation Society to update their guidelines to allow more flexibility with the use of more sustainable materials especially if it adds to energy efficiency, so long as it preserves the historical aesthetic. A. Patin: The Sustainability Council would like to be a continued resource for future requests. o Motion A. Patin. Second: R. Buterbaugh Aye: All Opposed: None • J. Buterbaugh: Evaluating new locations, strategic planning in the next couple months: administration, maintenance, etc. o Meet with local stakeholders in the near future once new location is decided 12.
