City Staff: Jacob Meshke, Assistant City Manager,Paul Briseno. 1. Call to Order Meeting called to order by E. Abele. 2. Approval of the Agenda Moved for approval: A. Patin. Second: C. Kunkel Aye: All Opposed: None 3. Approval of the Minutes Moved: L. Hesler Second: A. Patin Aye: All Opposed: None 4. Record Vote on 2021 Sustainability Annual Report E. Abele makes a motion to adopt the 2021 Annual Report. Second by A. Patin. Ayes:All Opposed: None 5. Open Forum Introduction of Newest Member Bruce Penga Overall Budget: $4000 -Radio and Social Media -Garden sign (Rain Garden, R. Buterbaugh) -Signage, yard signs, posters. Defer until interested businesses are identified. -Table toppers -Conference (Growing sustainable communities conference) -Ads (Brookings Register, sustainable practices) 6 ads for $1,200 Motion to approve the use of $1,200 for running ads within the Brookings Register. Meshke -Stormwater water master plan update. -Changes over the last 12-13 years. -Revising standards to be updated. -Revision to maintenance plans. -New use of a modeling system to see how and where the water flows. -This will help prioritize and measure potential projects for the future. -Funded by drainage fees. -Incentivize sustainable practices. i.e. filterize and infiltration systems into the soil. -Brookings has poor infiltration soil qualities. -Keeping a close eye on thawing snow and possible flooding issues. -not many foreseen with the year being drier than usual. -Public and consultant engagement committee to meet in April and May. Public engagements to meet in June, and again in August. -Looking to identify sustainable practices (BMP) practices -BMP best management practices - water quality improved through implemented drainage practices, and an examination of design standards. -Implementation of a new ERU System. -The goal is to present the final plan to the City Council in September. 7. City Update - J. Meshke, Assistant City Manager -Annual spring cleanup starting -Brookings city landfill is free of charge April 4th-30th to city residents. -does not include special fee items -Curbside pickup opens April 4th and ends April 11th. -Live tracker map for sections of town already serviced - mobile app GIS system will be color coded to show what sections are completed as a way to be more user friendly. -Heartland Sustainability Involvement has been a great network so far. -Quantified number of charging stations: 450 per million population = 4.5 per 10,000 -Brookings should have just over 11 to be on the cutting edge. -Requested the number of registered eclectic vehicles in Brookings - waiting on a response -Public safety facility looking to renovate - new builder / renovator hopefully to be selected within the next 6 weeks. -Food and security facility out for bid, due March 17th. 8. Discussion and Possible Action on 2022 Strategic Plan -Climate action plan to be implemented as an overarching element to the subcommittees -Clothing recycling to be recognized within the plan -Report research on climate action change and possible budgets proposals to the city -Send out rough draft via email, and vote on finalizing it during the April meeting 9. Updates/Reports from Subcommittee a.Marketing and Communication L. Hesler: With the approval of the budgeting, ready to move forward with running the ads. b.Waste A. Patin. Action item to put together condensed presentation slides on the clothing recycling study for later on in the year. c.Energy d.Local Foods 12. Updates/Reports from Liaisons a.Bicycle Committee b.Human Rights Commission Diversity signs have all been used, ordering 265 more along with 500 window stickers to be distributed. Community meetings at the Brookings Public Library. Listening session for Indegeouns Peoples Communities to take place in March. c.CLEAR National search for a new police chief. Change in juvenile justice rules and laws. 13. Call for Future Agenda Items Motion that Russ Halgerson from Brookings Municipal Utilities be the guest speaker for next month's meeting. Moved: E.
