Sustainability Council Meeting Minutes
Wednesday, February 9, 2022 4:00 PM Virtual
Sustainability Council Members: VACANT, Cynthia Kunkel,Ben Vukovich, Louis Hesler, Albert Patin, VACANT,
Robin Buterbaugh, Betty Beer,Emily Abele , VACANT,and SDSU Student Representative Samuel Krueger.

4. Open Forum
-S. Krueger unable to attend March Meeting - Requested a replacement for
taking meeting minutes.
5. Guest Speaker - Holly Meier, Sioux Falls Sustainability Coordinator
-J. Meshke, introduction of Holly Meier
-Notes from Holly Meier:
-2012 creation of first sustainability master plan for the city of Sioux Falls. As of 2020
updates are in progress - action plan for public comments - will be shared with the
BSC after the comments are collected.
-Pieces of the plan were put together through a city survey.
-The action plan is composed of six components:
-natural systems,
-transportation,
-energy and building,
-sustainability economy,
-materials management & waste,
-community vitality & sustainable living.
-The goal is to reach carbon neutrality by 2050.
-Prioritizing social equity is another driving factor along with thinking through equity
while implementing goals.
-Addressing local food production, access, and food waste composting.
-Compiled a greenhouse gas inventory based on 2019: the findings show that 90
percent of emissions come from transportation. Implementing ways to spur zero
emission transportation technology.
-Decarbonizing buildings, transitioning to renewable energy, implementing
electrification of transportation and updating heating systems to incorporate cold
climate heat pumps.
-Working with the fleet department to pilot the first electric fleet by 2035.
-Working from daily operations to strategic planning.
-Questions / comments
-How was data collected for greenhouse gas inventory?
-Collected from local agencies, along with ICLEA USA, and other government
agencies to support a for sustainability non-profit community greenhouse gas
inventory
-Would like to see the BSC implement a greenhouse gas assessment.
-Transportation, buildings, and city landfill would be places to start with collecting
data, along with looking into ICLEA.
-Plans for mass transit: piloting an on demand transportation service with an app.
cost effective while meeting city needs.
-Bioretention projects? The city of Sioux Falls bought flood zone properties and
converted them into bioretention areas, construction started in the fall and should be
finished in the spring.
-Similar to R. Butterbaugh’s project in Brookings. Working with the city of Brookings
along with the SDSU Landscape Architecture department.
6. City Update
-J. Meshke:
-Brookings Food Pantry Update: 1.7 million for new facility located in Brookings. The
building will also host the Back to School Backpack program. Made possible through
grant funding.
-Private grant for vehicle charging station was approved.
-Greenbuilding statement approved and the updated resolution is complete with the
support of the City Council.
-City is conducting a housing study - presentation to come in April.
-Amendments to R1-D zoning district, allowing alleys behind garages as a good use
of land. This may lead to new housing stocks.
-Economic development plan underway.
-Updated diversity signs - available for pickup.
-ground breaking for I-29 interchange May 11.
-Thank you campaign for healthcare workers: filling out a card for a healthcare worker
and thanking them for their work during the pandemic.
-J. Meshke: new member of Urban Sustainability Network - new connections across
states.
7. Discussion and Possible Action on 2022 Strategic Plan
-A. Patin: Drafts are in progress, broken down into education & outreach, food,
energy and waste, climate, and city support.
8. Discussion and Possible Action on Annual Report
-This needs to be discussed and developed further during the next meeting.
9. Discussion and Possible Action on Fabric Recycling Report
-A. Patin: Potential actions moving forward with the Fabric Recycling Report -
highlight the local options for people to use as points of interest for the community.
-Providing the report is sufficient as of now, after approval it will be forwarded to the
city council.
-Possibility of formatting it down and sharing with the community through social
media, newspaper, city council website, etc.
-Schedule a meeting to present the report to the city council as a way to ensure it is
shared.
-Share with local clothing business owners.

L. Hesler: determining the price of ads - eight ads for $1600 to span ten months.
Potential to start in April for Earth Day.

New diversity signs are available at the city building, listening session will be taking
place for the Native American communities in brookings.
