1. Call to Order
Erika Saunders called the meeting to order at 5:30 PM. Park Board Members Present: Erika Saunders, Steve
Berseth, Doug Smith, Nathaniel Condelli, Brenda Andersen via zoom, Cade Christianson, Erin Benz. Park
Board Members Absent: Stacy Zerfas and Jay Larsen. City of Brookings Employees Present: Park, Recreation
and Forestry Director Kristin Zimmerman, Asst. Park, Recreation and Forestry Director Joshua Bauman, City
of Brookings Manager Paul Briseno, and Park, Recreation and Forestry Office Manager Ashley Johnson.
2. Approval of Agenda
Motion to approve Agenda made by Doug Smith, Nathaniel Condelli 2nds: Motion carried.
3. Approval of Minutes
Motion to approve December 2023 minutes made by Doug Smith, Cade Christianson 2nds: Motion carried

4. Call to the Public
Several members of the public attended the meeting, two members were interested in updates on the
pickleball courts and thanked the Park’s department on upkeep of the tennis courts and the instillation of the
memorial park bench that was installed last summer. They want to specifically know if there will be a walkway
alley. They would also like to know if there will be small fencing between the courts. There will be entries on
both sides. Lighting will be bid separately. Kristin showed the members of the public how they can go on to
the City of Brookings Website to find our designs for the Pickleball Courts. One member of the Public brought
up the use of Pioneer Park for the car show. This is an annual car show in June and they expect it to be June
9th 2024. Paul gave an update on the Marketplace and the special election regarding the Marketplace. He
wanted to give the Board Members an opportunity to ask any questions that they may have.
5. 2023 Capital Project Updates
• Pioneer Bandshell: out to bid and the contract is pending city council approval on January 23rd. Construction
beginning Spring of 2024 with completion by July 2024. Due to needing the project done before the Brookings
Summer Arts Festival there was a fee added to the contract for if they are late.
• Pickleball Courts: Is currently out for Bid, hoping for construction to begin late Spring/early Summer with it
opening in the Fall of 2024 depending on the weather. Bids are due back by the end of this month.
• Hillcrest/Camelot 2-5 play grounds: the playgrounds have been ordered, with spring and summer instillation
• Hillcrest Aquatic Center: pool resurfacing has been scheduled with Spring 2024 construction weather
permitting. It should take 2 weeks and rain shouldn’t deter any of the process.
• Edgebrook Water Sourcing: Have moved on through the process. ISG is working with LG Everest to determine
usage allotments and specifically what that will mean for the wetlands around the LG Everest ponds. They do
have some concerns about environmental impacts but we are currently unaware of the full impact of those
concerns. We will update the board as those items become available. Hoping for construction in the fall, that
is a very aggressive time line due to the permit processes to bore under I29. One of ISG’s main areas is
working with the State and they have experience doing the permit process. It will be a Federal Permit.
Hopefully we can start doing bids toward Summer of 2024. We do need engineered drawing for the permit
process. We have budgeted to reline the ponds, connecting the two ponds and then boring over to the LG
Everest Pond.
• Vehicles & Equipment: They have all be ordered for 2024 so there shouldn’t be anything more that needs to
be ordered.
• Dehumidification of the Blue Rink: The request has been made to the vender and Jared with Community
Development is working with them regarding installation.

• Urban Forest initiative, (tree voucher program): Was really successful last year, all our vouchers were given
out with in 2 days last year. This year we will be doing a phased release. 60% will be given out with a spring
expiration date. 40% will be given out in the Fall with any unused vouchers from the spring will be reissued.
Last year each household was able to get 2 vouchers, Kristin’s recommendation is that this year each household
is able to get 1 voucher. We are looking at a way to track these in the future so vouchers aren’t being
repeated.
6. Future Capital Project Plan
• We have a $650,000 for a splashpad. Would be a larger, industry standard splashpad.
• 300,000 for skate park in 2025, this would be bigger and concrete.
• 250,000 for Hillcrest playground replacement
• 200,000 for the Larson Ice Center HVAC Controls
These items haven’t been officially approved by City Council but they are in our 10-year master plan. These are the
requests that we will make for the 2025 budget.
7. Council Retreat Presentation
Kristin gave an overview of the Presentation that will be presented at the Council Retreat.
8. Park Rules
Kristin presented the Park Board with Park Rules print outs. Kristin wants to start looking at the Park Rules annually. In
the February meeting we will discuss updated Park Rules.
