1.Call to Order
Steve Berseth called the meeting to order at 5:36 P.M. Park, Recreation and Forestry Board Members Present: Steve
Berseth, Doug Smith, Jay Larsen, Brenda Andersen, Stacy Zerfas, Erin Benz and Cade Christianson. Board Members
Absent: Erika Saunders and Nathaniel Condelli. City Employees Present: Kristin Zimmerman, Park, Recreation and
Forestry Director, Joshua Bauman, Assistant Director Parks, Recreation and Forestry and Ashley Johnson, Parks,
Recreation and Forestry Office Manager.
2.Approval of Agenda

5.Project Updates
•Edgebrook Golf Course: Water testing took a very long time to receive and we wanted a 2nd opinion so we
requested that the USGA take a look. They were able to report their findings in 3 days. The testing shows a
higher PH content, they usually like to see it with 7 being the highest. Ours came in at 8.4. With a higher PH
the chemicals and fertilizers won’t perform at their optimum levels but we can add additives that will help the
chemicals and fertilizers and bring those PH levels down for a more optimum rate. The additives would be a
fairly minimal cost and added when we treat the grass. The Salt content is higher but because we top dress
with sand it will help with the sodium levels. And we don’t foresee this being an issue. We would just need to
monitor this. We have also looked at fountains and bubblers that would help with keeping the water moving
so that we would have less issues with PH content. When we priced those, they were a very minimal cost. We
are currently waiting for the agreement between the City of Brookings and LG Everist to start more talks on
the water sourcing. The goal would be to keep the water in the ponds at 80% just incase of droughts. In order
to bore under the interstate, we do need to work with the DOT to get a permit and those permits can take
anywhere from 6 to 9 months. We will continue to update on the water sourcing as information comes in.
•Pioneer Bandshell: We completed the state historic preservation audit and we are incompliance. Because the
bandshell is on the historic registry we need to make sure that we are protecting it. We will be brining it back
to the original look. Bid openings are Tuesday December 5th at 1:30 P.M. We will have cost updates at the
next board meeting and are very hopeful that costs will come in under our budget for the revitalization of the
bandshell.
•Pickleball Courts: Pickleball courts are donation and grant funded. Final Designs should be in this week and
will go out with the RFP this winter with constructions starting in Spring. They will be located by the horseshoe
pits at Hillcrest Park. It will have 8 lit post tension concrete courts and fencing will be around the perimeter.
•Updates from November Meeting: We have reached out to the school district letting them know that we would
be interested in a proposal if they are ever interested in selling 5th Street gym so that we would have that
indoor rec space. The price would have to be right to consider because we know that the gym does need a
lot of work. We are currently in contact with the school district often due to some school playgrounds being on
parks property. I have suggested that Camelot be replaced since it is well passed its life expectancy. We do
assist the schools with inspections and replacing small items on the play grounds but the school is responsible
for the costs of the playgrounds. The city of Brookings Attorney is currently looking into the legalities of having
a friend’s group. We just need to make sure that we are able to have a friend’s group as a board or if we
would need to just become the friends group. We would rather see the board have a friend’s group and not
to become the group especially since we receive feed back regarding CIP items and other budget items from
the board.

6. 2024 Capital Improvement Project Plan
We are moving forward with capital projects. We will be working on the dehumidification of the blue rink,
replacement of Sarah Renae Park, reglazing the 50-meter pool and the water sourcing in 2024. SDSU has agreed
to do all of our site plans for all of our parks moving forward. They will start our 2025 projects and are charging a
minimal fee of $500.00 per park, which is a big savings for us of about $9500.00 per park. We’ve been meeting
with Brian at SDSU to see about potentially having an internship or a grad student to help with us keeping our facilities
open. It would be a two-year commitment so that would help fill in gaps as well as give the student experience. We
are still working to get our power wheel race figured out. So far, we do have 1 donated car and we are looking for
more cars to be donated by the public so that other people that may not have a power wheel can also be included.
7. Meet and Greet with New Board Members
Stacy Zerfas and Brenda Andersen did introductions and we are glad to have them on the Brookings Parks, Recreation and
Forestry Board.
