Parks and Recreation Advisory Board Notes
Monday, November 6, 2023 5:30 PM
1. Call to Order
Erika Saunders called the meeting to order at 5:24 P.M. Park Board Members Present: Erika Saunders, Steve Berseth,
Doug Smith, Jay Larsen, Nathaniel Condelli, Cade Christianson & Erin Benz. City of Brookings Employees Present:
Parks, Recreation & Forestry Director Kristin Zimmerman, Assistant Parks, Recreation & Forestry Director Joshua
Bauman and Ashley Johnson
2. Approval of Agenda
Doug Smith motions to approve Agenda, Cade Christenson 2nds the motion, motion carried
3. Approval of Minutes
Motion to approve minutes for August 7th meeting was made by Steve Berseth, Nathaniel Condelli 2nds the motion,
motion carried. Motion to approve Minutes from October 2nd minutes was made by Nathaniel Condelli, Cade
Christianson 2nds the motion, motion carried.
4. Senior Center Update and Happenings
Kristin updated the park board on updates and happenings regarding the Senior Center. Would like to look into
more fitness type activities for the seniors. Angie has started many more activities at the center. Memberships have
doubled and they are looking at ideas on how to utilize space for more programs. The activity center does have a
newsletter and they will be starting to email these out to the board members in the future. They are looking to do
more advertising as well.
5. Department Updates
1. Pioneer Bandshell: Bids went out today 11/6/2023, we are on track for construction in the spring. Kristin
presented the board with a draft of the updated bandshell. There will be updated electrical, repainting, ADA
accessibility and new drainage. Kristin will also look into the T-Mobil Grant deadlines.
2. Edgebrook Golf Course: Water testing was taken and Kristin will get the results emailed out to the board when
received.
3. 2–5-year-old playgrounds: Playground replacement is set to go to city council in a couple of weeks. Hillcrest
playground is coming in at about $62,000 and Camelot is coming in at about $75,000. Camelot will be a
higher expense due to sunshades.
4. Prairie Hills Trail: Phase 1 is on track to be completed on time as the concrete was poured 11/6/2023.
5. SDSU Landscape Architecture Partnership: SDSU has agreed to a partnership with the Parks to help map out
all of our parks. We are 2 years out so we are looking at 2025 projects. We know that the 10-year plan is
to replace Moriarty Park, so we are looking to add a splash park as well. SDSU will help with this mapping.
The cost equates to about $150,000.
6. Recreation Program Updates: We are looking at having a soft opening of the pool before Memorial Day, we
would also like to look at closing the pool after school starts, but remaining open on the weekends until Labor
Day weekend. Also looking to do a partnership with the PD to have Teen nights at the pool as well as an
appreciation night for our membership holders. We are coming up with new ideas to start getting people into
our parks such as popsicles in the park, where we would feature a different park each week. For Dakota
Nature Park we are looking to incorporate National Go fishing day and the Great American Family Campout.
We are in the process of a power wheels race for kids and are working to bring back the community games,
while mixing up the events a little more so that events aren’t just geared toward athletics. Parks is also going
to be partnering with the Uncle Sam Jam and The Arts Festival.
6. Master Plan Updates

Presented the Park Board with a Financial Sustainability Strategy Process Plan Proposal to look at and go over with
possible future discussions. Master Plan incentive #4 needs more attention, Kristin would like to handle operation
concerns before getting involved with friends’ groups. Her 3 main focuses are the Hillcrest Aquatic Center, Larson Ice
Center and Edgebrook Golf Course. Bike\Trail Master plan has an overlay project that they plan to start next year,
it involves 17th Ave S, 20th St S down to 24th St S. These projects are still in process because they also include other
departments. We are looking at getting all of our trails and bike paths mapped out so that the public will know where
they all are.
