MEETING MINUTES
The Board of Trustees of the Brookings Public Library met on Thursday, March 14 at 12:00 pm in the Historical Room at the
Brookings Public Library.
MEMBERS PRESENT: Brittany Shaw, Kathy Miller, Mark Binkley
OTHERS PRESENT: Ashia Gustafson, Shane Andreasen
1. Call to Order
Brittany Shaw called the meeting to order.
2. Approval of Agenda
Brittany Shaw approved the meeting agenda with no changes.
3. Approval of Minutes
Brittany Shaw approved the meeting minutes from February 15, 2024
4. Public Comment on Items Not on Agenda
Kathy Miller mentioned that the Public Arts Commission would like to be involved throughout the library’s remodeling process.

6.1 Approval of Bills
The Library Board members reviewed the February 2024 bills, budgets, and expenditures. Kathy Miller moved to approve. Mark
Binkley seconded. Motion carried.
6.2 2023 Annual Report
The Library Board members reviewed the 2023 draft annual report. Mark Binkley’s last name is misspelled on page eight. The
“population used for per capita ratios” on page 11 needs correcting. Mark Binkley moved to approve with changes. Kathy Miller
seconded. Motion carried.
6.3 Meeting Room Policy
The Library Board members reviewed the Meeting Room Policy. Under section IV Administration, subsection E, the second
sentence needs to be corrected to read “An organization may request….” Kathy Miller suggested having events later in the
evening to help promote attendance. Ashia Gustafson suggested using surveys to gage the public’s interest in adjusting
program times, which in turn could be used to guide the library’s future strategic plan. Kathy Miller moved to approve with
changes. Mark Binkley seconded. Motion carried.
7. Other Items & Reports
7.1 Financial Report
Ashia Gustafson presented the review of the 2024 budget through February to the Library Board members. Kathy Miller asked
about the phone bill increase in February. Ashia Gustafson explained there was a one-time, non-recurrent charge for fiber
internet.
7.2 Librarian’s Report
The library’s first craft swap event is 3-16-24. The library is going to have its first Easter Egg Hunt on 3-23-24 and around 2,000
eggs will be hidden around the building. Katherine Eberline is attending the Public Library Association (PLA) conference in
Columbus, OH from 4-3-24 through 4-5-24. Base budget amounts in a handful of categories in the General Fund will rise once
City Council approves the 2023 carryover funds in a future meeting. Hoopla is active. Download the app, sign-in, and enjoy
streaming movies, audio, and e-books. We will be hiring a few new part-time staff members this spring. SDSU Architecture
students will be presenting their final design proposals for a rebuild of the library on 4-3-24 and 4-5-24 from 1pm – 5pm in the
City Council Chambers. The architecture group, OPN, presented a 3D model review of the potential library remodel.
