HomeMy WebLinkAboutLBMinutes_2024_01_11BROOKINGS PUBLIC LIBRARY BOARD OF TRUSTEES January 11, 2024 MEETING MINUTES The Board of Trustees of the Brookings Public Library met on Thursday, January 11 at 12:00 pm in the Historical Room at the Brookings Public Library. MEMBERS PRESENT: Brittany Shaw, Linda Richter, Kathy Miller, Mark Binkley OTHERS PRESENT: Ashia Gustafson, Shane Andreasen 1. Call to Order Brittany Shaw called the meeting to order. 2. Approval of Agenda Brittany Shaw approved the meeting agenda with no changes. Ashia Gustafson reviewed the Library Board By-Laws. 3. Election of Officers Linda Richter nominated Brittany Shaw to continue as Chair of the Board of Trustees of the Brookings Public Library. Mark Binkley seconded. Motion carried. Mark Binkley nominated himself as Vice Chair of the Board of Trustees of the Bookings Public Library. Brittany Shaw seconded. Motion carried. 4. Public Comment on Items Not on Agenda No members of the public present at meeting. 5. Approval of Minutes Brittany Shaw approved the meeting minutes from December 14, 2023 6. Old Business 7. New Business 7.1 Approval of Bills The Library Board members reviewed the December 2023 bills, budgets, and expenditures. Kathy Miller moved to approve. Mark Binkley seconded. Motion carried. 7.2 2024 Budget Ashia Gustafson reviewed the proposed 2024 General Funds Budget and 2024 Fines Account Budget with the board. She noted that a few items from 2023 have not yet finalized which will alter some budget numbers once completed. A budget amendment will be going to City Council in February to carry-forward 2023 funds for items purchased in 2023 and delivered in 2024. The ALA Peggy Barber Grant is a 2-year grant and those funds will be moved forward as well. A few adjustments to line items will also happen with the budget amendment. Kathy Miller moved to approve the 2024 budgets. Linda Richter seconded. Motion carried. 7.3 Confidentiality of Library Records Policy Ashia Gustafson reviewed the proposed changes to the policy with the board. Mark Binkley moved to approve. Kathy Miller seconded. Motion carried. 8. Other Items & Reports 8.1 Financial Report Ashia Gustafson presented the review of the 2023 budget through December to the Library Board members. 8.2 Librarian’s Report The Friends of the Library t-shirt contest winners have been chosen and the winning designs are available for the public to purchase. All t-shirt sale profits will go to the Friends of the Library. South Dakota State University students studying architecture will be working on a project involving the public library. All 69 students will tour the facility January 12, 2024 and have an opportunity to speak with Ashia Gustafson about the library’s proposed remodel project. The students will then create renovation plans. It will provide students a chance to apply their skills and classroom knowledge while also providing the library with tentative floor plans and renovation ideas. Ashia Gustafson will also continue to meet with consulting firms about the project throughout the spring and public comment is set for February 12, 2024. The Brookings City Council members will have a retreat on January 31, 2024, and Brittany Shaw will be presenting on behalf of the Board of Trustees at the Brookings Public Library. 8.3 Comment on items not on the agenda Mark Binkley asked when the next Friends of the Library book sale will occur. Ashia Gustafson explained that it will be held April 10 through April 14 which is approximately six months after the 2023 fall book sale, and six months before the 2024 fall book sale. Kathy Miller asked about the patron registration numbers showing a negative balance on the library statics report. Ashia Gustafson explained that library staff remove patron accounts that have been inactive for at least one year after their expiration date, and that process is generally done in one lump sum which causes withdrawal numbers to jump once or twice a year. There were more patron accounts closed due to inactivity than opened in 2023, so the patron count shows as negative. 9. Next Meeting: Thursday, February 15 at 12:00 PM in the Historical Room 10.
