MEETING MINUTES
The Board of Trustees of the Brookings Public Library met on Thursday, September 14 at 12:00 pm in the Historical Room at
the Brookings Public Library.
MEMBERS PRESENT: Brittany Shaw, Stephanie Carroll, Linda Richter, Kathy Miller
OTHERS PRESENT: Nancy Swenson, Shane Andreasen
1. Call to Order
Brittany Shaw called the meeting to order.
2. Approval of Agenda
Brittany Shaw approved the meeting agenda with no changes added.
3. Approval of Minutes
Brittany Shaw approved the meeting minutes from August 17, 2023.
4. Public Comment on Items Not on Agenda
No members of the public attended the meeting.

6.1 Approval of Bills
The Library Board members reviewed the August 2023 bills, budgets, and expenditures. Kathy Miller moved to approve. Linda
Richter seconded. Motion carried.
6.2 Internet Usage Policy
Nancy Swenson presented the Internet Usage Policy to the Library Board. Stephanie Carroll moved to approve the policy. Kathy
Miller seconded. Motion carried.
7. Other Items & Reports
7.1 Financial Report
Nancy Swenson presented the review of the 2023 budget through August to the Library Board members.
7.2 Librarian’s Report
Summer program prize drawings have concluded and the entries for riding a fire truck to school have been passed to the fire
department for that drawing. Genre-fying the children’s section has concluded. Preschool story time, puppet shows, and family
STEAM night events have begun. An Obie projector is being installed in the children’s area for interactive gaming. Teens in the
kitchen will make omelets in September. 102 teens registered for the summer reading program and 322 patrons attended teen
summer programs. Details are being worked out to bring the Graphic Novel Club back to the middle school this year. Intergroup
dialogue events kicked off and 67 people attended the first discussion. 41 international students signed up for library cards at
the Multicultural Center Ice Cream Social in August. The Taylor Swift party hosted 60 people. Digital Literacy classes are being
offered as part of a PLA/AT&T grant. The library has a Youtube channel. Several Glowforge events are coming this Fall. The
library’s website will be redesigned soon. Library volunteer, Cheryl, has inventoried all of the materials in the library. The library
has engaged with outside counsel to assist with reviewing policies and verifying their alignment with best practices.
8. Public Comment on Items not on Agenda
Nancy Swenson presented the board with talking points when engaging in book banning conversations. The Brookings City
Council has been made aware of the policies and procedures regarding these discussions.
Stephanie Carroll mentioned the inability to see a library account balance while using the library application on her iPhone.
Android phones are able to show a balance. Nancy Swenson will look into the issue.
The library board members recapped their previous discussion regarding the possibility of eliminating overdue fines at the
library. The board will discuss the issue further during the October meeting.

Brittany Shaw adjourned the Library Board meeting at 12:40pm.
