BOARD OF TRUSTEES
March 11, 2021
MEETING MINUTES
The Board of Trustees of the Brookings Public Library met on Thursday, March 11, 2021 at 12:00 pm in the Cooper Room at the
Brookings Public Library.
MEMBERS PRESENT: Kathy Miller, Deb Waltman, Doug O’Neill, Stephanie Carroll
OTHERS PRESENT: Ashia Gustafson, Jen Anderson
1. Call to Order
Kathy Miller called the meeting to order.
2. Approval of Agenda
Kathy Miller called for approval of the meeting agenda. Deb Waltman moved to approve the meeting agenda. Doug O’Neill
seconded. Motion carried.
3. Approval of Minutes
Kathy Miller called for approval of the minutes from the February 11, 2021 meeting. Deb Waltman moved to approve the
meeting minutes. Stephanie Carroll seconded. Motion carried.
4. Old Business
Discussion on Old Business
Library Board members application is due next week. No changes to Library hours at this time.
5. New Business
5.1 Approval of Bills
The Library Board members discussed the February 2021 bills, budgets and expenditures. Deb Waltman moved to approve the
February 2021 bills. Doug O’Neill seconded. Motion carried.
5.2 Review of the Library Board By-Laws
Ashia Gustafson presented the Library Board By-Laws to the Library Board members. The Library board members reviewed
and discussed the By-Laws. Stephanie Carroll moved to approve the verbiage indicating majority of the members shall be
residents of the City and Library members shall have a current Library card in good standings. Doug seconded. Motion carried.
5.3 Review of the 2020 Annual State Report
Ashia Gustafson presented the Annual Report for the State Library for the Library Board members to review. The Library Board
members reviewed and discussed the Annual State Report. Doug O’Neill moved to approve the Annual Report to the State
Library. Stephanie Carroll seconded. Motion carried.
5.4 Library Close Days
The Library Board members discussed proposed close dates for the Library. There are a few days that fall near holidays that
the Library usually closes early for, and occasionally there is a holiday that falls on a Saturday or Sunday putting the official
close day on a Friday or Monday. Deb Waltman moved to approve all Library close days proposed to the Library Board. Doug
O’Neill seconded. Motion carried.
6. Other Items & Reports
6.1 Financial Report
Ashia Gustafson presented the review of the 2021 Budget through February to the Library Board members. The Library Board
members discussed the budget.
6.2 Librarian’s Report
Ashia Gustafson presented the monthly report to the Library Board members. The Library Board discussed grants status for
funding for the Library programs and events. Friends of the Library Book Bag Sale will start on Monday, March 15.
7. Public Comment on Items not on Agenda
8. Next Meeting: Thursday, April 15 at 12:00 PM
9. Adjournment
Stephanie Carroll moved to adjourn the meeting. Deb Waltman seconded. The meeting adjourned at 12:50 pm.
