INFORMATIONAL ITEMS Articles of interest included: A matter of supply and demand, Modern Healthcare; Health systems leverage leaders to encourage workforce vaccination, Modern Healthcare; and, Health systems revamp vetting process during COVID-19, Modern Healthcare. Merkley noted, over the course of the pandemic, the healthcare industry has experienced challenges in the nursing workforce due to high demand and the need for traveling nurses across the country to help hospitals care for COVID patients. As the demand grows for temp staffing, agency costs continue to substantially increase. REPORTS Executive Reports CEO Report Merkley commented on Brookings Health System’s Foundation program “Home is Where the Heart Is” which was developed at the staff level to help recognize and reward some of our healthcare heroes who have gone above and beyond during the pandemic. The program provides resources to support their physical and mental well-being. CFO Report Wagner provided additional information regarding price transparency which was recently updated with new regulations. A full list of chargemaster prices by each payer’s contracted rate is available on the Brookings Health website as well as a list of “shoppable” services. Brookings Health is meeting all requirements and guidelines. Wagner also provided an Eide Bailly audit update. March 26th has been targeted as the completion date and we plan to go live with patients on April 5th. Training for staff in all aspects of HBO therapy is underway. Hillestad also encouraged members to thank Dr. Hieb for his 31 years of service. Board Committee Reports Administrative Committee Meeting Committee member Morgan provided a report; the Administrative Committee met on February 18, 2021. Topics of discussion included Board Succession, Legislative Update/Medicaid Expansion, BHS Strategic Plan, and COVID-19 Update/Vaccinations. Finance Committee: Committee Chair Peterson provided a report; the Finance Committee met on February 18, 2021. The committee reviewed and approved the payables, financials and adjustments for January 2021. Other topics of discussion included COP Refinancing Proposal and Cash on Hand. A motion for approval was brought forward from the Finance Committee to proceed with the COP-B (Certificates of Participation) and The Neighborhoods at Brookview debt refinancing proposal as presented. The debt refinancing will decrease interest rates and allow for earlier pay off. The motion was seconded by Ellsworth. Action: All present voted aye; motion carried. Quality Committee Committee Chair Ellsworth provided a report; the Quality Committee met on February 18, 2021. Jason Hanssen, Administrator for The Neighborhoods at Brookview was invited to present information regarding the nursing home 5 Star Rating program. Other topics of discussion included The Neighborhoods Weight Loss Performance Improvement Plan and COVID-19 Vaccination Update. OLD BUSINESS COVID-19/Vaccination Process Merkley stated South Dakota continues to do well on vaccination efforts. The first Point of Dispensing (POD) event in the state will take place in Brookings and will be held at the Swiftel Center on Thursday, February 25th. An immense amount of planning has taken place and logistics have been challenging at times. The call center and sign up genius process for 1,000 individuals has been going fairly smoothly for the most part. Similar events will be held in the future as we continue to work our way through Phase 1D. The Federal Pharmacy Program for COVID-19 Vaccinations has started which will help vaccinate populations across the country. The program is being implemented incrementally based on vaccine availability and eligible retail pharmacy locations across the State of South Dakota. School systems and university faculty will be coming up mid to late March. 5 NEW BUSINESS Medical Staff Credentialing A motion was made by Ellsworth, seconded by Peterson to approve the credentialing and re- credentialing for February 2021 as recommended by the Medical Executive Committee. Action: All present voted aye; motion carried. Legislative Update Merkley provided an update on Healthcare related matters being discussed in Pierre. An informative week by week analysis is provided by SDAHO’s CEO, Tim Rave. One issue being focused on is the measure (HB 1100) to delay the date by one year on medical marijuana. Further discussion took place on Senate Bill 167 which creates an incentive for nursing facilities to consider regionalization into a more efficient structure to improve operations and costs.
