REPORTS Executive Reports CEO Report Merkley shared further information regarding Medicaid expansion in South Dakota. The broad coalition, South Dakotans Decide Healthcare, is working hard to rally support as they continue to progress towards an initiated ballot measure or constitutional amendment in 2022. South Dakotans Decide Healthcare will be initiating a survey across the state to gauge the level of support to reform and expand South Dakota Medicaid. The 96th South Dakota State Legislative session is underway and a Cracker Barrel session for District 7 is schedule for January 30 at 9am via Zoom and will be hosted by the Brookings Area Chamber of Commerce. Merkley encouraged members to participate if schedules allow. Merkley will continue to keep members updated on healthcare related matters being addressed in Pierre during the session. Staff training and education on the customized electronic medical record program, WoundDocs, is taking place as well as clinical training. Policies, procedures and a marketing plan have been developed and Kim Long, RN, has been hired as the Wound Center Program Director. Long comes to us from the Avera Heart Hospital where she provided wound care services. The Hyperbaric Oxygen (HBO) portion of the program has been delayed due to a challenge in establishing the oxygen flow rate into the space. A medical gas consultant was onsite today to assess our oxygen needs for two (2) oxygen chambers and will provide a report on his findings. Board Committee Reports Administrative Committee Meeting Committee member Morgan provided a report; the Administrative Committee met on January 19, 2021. Topics of discussion included Supplemental Executive Retirement Plan, 2021 TeamShare Incentive, Hyperbaric Oxygen/Wound Care Program and COVID-19 Update/Vaccinations. Finance Committee: Committee Chair Peterson provided a report; the Finance Committee met on January 21, 2021. The committee reviewed and approved the payables, financials and adjustments for November and preliminary financials for December 2020. 2021 TeamShare Finance goals were also discussed and a recommendation for Board approval of the FY21 Finance TeamShare thresholds is addressed under New Business. Quality Committee Committee member Darnall provided a report; the Quality Committee met on January 19, 2021. Bunny Christie, Infection Preventionist was invited to present information on her role at Brookings Health System and provided Q3 2020 infection control results. Other topics of discussion included Q4 2019 Core Measures, Medical Staff Peer Review Program and COVID-19 Vaccination Update. FY21 Quality TeamShare goals were also discussed and a recommendation for board approval of the Quality TeamShare thresholds is addressed under New Business. OLD BUSINESS COVID-19/Vaccination Process Merkley provided an update on vaccine distribution and clinics that are being held locally. Brookings Health has a good process in place and South Dakota is being rated as one of the best across the country in vaccinations. We will be giving nearly 400 second doses this week to those in Phase 1C and will be moving into the Phase 1D population next week. Brookings Health is also working in conjunction with the local Avera and Sanford clinics to allocate vaccines to those age 80+ and most at risk. A traveling team has been formed and will go to local congregate living settings in Brookings as well as our Rural Health Clinics. We are doing the best we can with the allotment of doses we receive, but demand is much higher than the supply at this time. A COVID Vaccination page has been created on the Brookings Health website to provide the community information about priority groups as well as a sign-up section. At this time the average participation rate is 55%. As far as COVID-19 cases, we continue to see a few here and there but the major surge has subsided. 9 NEW BUSINESS Medical Staff Credentialing A motion was made by Morgan, seconded by Krogh to approve the credentialing and re- credentialing for January 2021 as recommended by the Medical Executive Committee. Action: All present voted aye; motion carried. FY21 TeamShare Incentive Plan Merkley provided information on the proposed FY21 TeamShare Incentive Program. The program is reestablished annually and combines quality and financial pillar goals for Brookings Health System. Both Quality and Finance Committees reviewed the recommended FY21 TeamShare Incentive tiers respectively. A motion was made by Peterson to approve the proposed TeamShare Incentive Program as carried forward from both the Quality Committee and Finance Committee. Quality incentive tiers are recommended to remain the same at 80%, 80.5%, 81%, and 81.5% and Finance tiers are recommended to be set at 6.05%, 6.37%, 6.69%, and 7.00%. The motion was seconded by Meyer. Action: all present voted aye; motion carried. Conflict of Interest Statement Annual Conflict of Interest Statements were distributed. Members were asked to review, sign and return them to Wiig.
