Brookings Regional Airport Board
Brookings, SD 57006
September 20, 2012
The Brookings Airport Board was called to order by Chairperson Jeff
Boulware on Thursday, September 20, 2012, at 4:30 PM in conference room #241
located on the second floor of the City & County Government Center at 520 3rd
Street. Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, Orv
Smidt, and Boulware. Also present were Randy Hanson and Paul Hanusa -
Pheasants Fury FBO; City Engineer Jackie Lanning, and Airport Manager Philip
Tiedeman.
Item #2 – (Riedesel/Bailey) Motion to approve the minutes from the August 16,
2012, meeting. All present voted aye. MOTION CARRIED.
Item #3 – (Smidt/McLaughlin) Motion to approve the agenda. All present voted
aye. MOTION CARRIED.
Item #4 – The next meeting is scheduled for Thursday, October 18, 2012, in the
City & County Government Center at 520 3rd Street.
Old Business
#5 – Airfield Realignment – Airport Manager Philip Tiedeman said that he has
had many things happening at the airport in the past couple weeks. City
Engineer Jackie Lanning added that the land negotiations are progressing.
Three (3) landowners have signed agreements with the City. One is waiting for a
separate appraisal, and one is still in negotiations. She added that the hardest
part is finished.
Tiedeman said that the mayor received a call last week regarding the
grant approval of $7,879,105.00 for the Brookings Airport. This grant is for Phase I,
which is mostly dirt work and will include relocating the Brookings Municipal
Utilities basin and re-routing Six Mile Creek. This phase is about one-third of the
overall cost of the project. The City then held a pre-bid meeting for those that
were interesting in bidding on the project. The possible bidders received a
tentative construction schedule and a tour of the airport area. The City will pay
2% of the total cost of the project. Included in the grant was also $1,000,000 from
State. Tiedeman said that after reviewing the plans and specifications for the
project, they will have an addendum to remove work that was duplicated
between BMU and the airport projects along with a few other minor items. Last
Tuesday, September 18, was the bid opening. The City received three sealed

bids. The project’s apparent low bidder was Loiseau Construction from
Flandreau with a bid of $4,757,008.82. Other bidders were Bowes Construction
from Brookings who bid just over $5,000,000 and Midland Construction from
Huron with a bid just under $6,000,000. R.J. Larson Construction submitted a late
bid that was not opened. The next step is City Council approval of one of the
bids. Tiedeman said the low bid came in under the engineer’s estimate. If the
Council approves the low bid, a change order for additional work will be issued.
The change order and/or another bidding will be used to match the cost of the
project to the amount of the grant. Lanning said Phase II design work will start
now with Helms & Associates. Phase II includes the prepping and grading on the
existing airfield, installing a wildlife fence, electrical work, and installing
pavement.
Boulware asked if construction would start this fall. Lanning said yes, the
creek re-route will start this fall along with the work on the equalization basins.
She said the basins would be moved straight south of where they are now on
the airport property. Randy Hanson asked about alternate pricing on the bid.
Tiedeman said on federal aviation grants, unit pricing must be used on
addendums.
Boulware asked what would happen to the fence on the west side of the
airport. Tiedeman said they would not take down the old fence until the new
fence was in place.
Tiedeman said there had been personnel on the airport siting possible
locations for the NAVAIDS and a location for the AWOS. He added that the
NAVAIDS have to be relocated. The ILS glide slope has certain criteria on where
it can be placed. The area is being scouted for a site. Boulware asked if the
airport would be keeping the outer marker. Riedesel said some are being
decommissioned. Tiedeman said that would be determined through the
NAVAID study. Riedesel added that what Brookings has now is as good as it can
be for this airfield.
Boulware asked when Phase II will begin. Tiedeman said Bob Babcock,
Helms and Associates, is currently getting the design ready for Phase II. He is
planning to have it ready in time for next year’s grant cycle. If so, Phase II could
start next fall and go into the following spring. Tiedeman said we can plan for
Phase II, but it cannot start until Phase I is completed. Smidt asked what entities
are working at the airport on this project so far. Lanning said Civil Design, Inc.,
Brookings Municipal Utilities, Helms and Associates, HDR, the City, and others.
Riedesel said it is good to finally be this far along as everyone has been involved
in working on this project for five years.

Item #6 – GCO Update – Tiedeman said about a week and a half ago, he was
notified that the new GCO was not working. It was determined that the most
likely problem was that the radio call and the phone line did not link up
correctly. Tiedeman said there are other entities having similar issues. He is
hoping that it will be fixed within the next two weeks. Boulware asked how many
were in SD. Tiedeman said there are nine others besides BKX. The AWOS is not
updating on-line. A tech will be out the look at it.
Item #7 – Proposed Hangar (Leslie Downer) – Tiedeman visited with Downer
about the concrete walls/foundation. Tiedeman is now inquiring from the FAA
about the concrete construction of Downer’s proposed hangar. Downer may
have changed his mind by now, but Tiedeman said he will need a complete set
of building plans if he decides to build. Hanson added that poured concrete
would not work going that high for walls, but pre-cast could be a possibility, and
they can be moved if it becomes necessary. Hanson said he also talked with
Downer, and he said Downer has no building plans at this time. Lanning added
that Downer’s 7460-1 determination has not yet been approved. Tiedeman said
he is working on a checklist that would include the steps necessary to build a
hangar on the airport. He said it would help those in the future that were
interested in building.
Item #8 – Signage at the Airport – Hanson said he has talked with Mike Struck
regarding airport signage. Hanson said Struck agreed that the City of Brookings
should be identified at the airport with a sign. Struck thought there could still be
money left in the fund for an additional sign. Hanson said he also met with the
mayor, and the mayor agreed that an identification sign was needed at the
airport as it is also an entrance to the City. Hanson said that when investors
come to Brookings, they come by air, and the City should be identified. Struck
told Hanson that he will meet with Tiedeman regarding airport signage. Smidt
asked who would decide the size of the sign. Lanning said the budget would
dictate that. Tiedeman said he felt the sign should be close to the FBO where
there is the most traffic. Smidt said the location could also be a determining
factor in the size of the sign. The next step is for Mike Struck, the signage
committee, and Tiedeman to meet and decide on options.
Item #9 – Airport Manager’s Report –
Tiedeman said he will have a Snow and Ice Control on the agenda for the
next meeting. A few changes that will be discussed include ARFF access
routes to the airport in inclement weather, priority levels for snow removal,
and others.

Tiedeman said there has been experimental aircraft parked on the ramp
at the airport. He said it should be relocated before winter when it could
cause problems for snow removal. Riedesel asked if the pilot had a radio.
Hanusa did not think so. Tiedeman said he did not want the aircraft to be
on the apron long-term as it would present an operation hazard during
winter operations as well as other potential issues.
Wildlife Hazard Management Group – Tiedeman said Bill Antonides would
be a good person to have at the first meeting. He could give an overview
of the assessment he did. The meeting will be in late October or early
November. Riedesel said at many airports, turkey buzzards are becoming
a hazard. Their presence may be caused by the drought. Tiedeman said
he has a depredation permit for mitigating them at the airport.
Tiedeman said the painting that didn’t get done last year at the airport
will be done this year. Traffic Solutions will be in Brookings when they finish
their current project in Sioux Falls. They will be painting the crosswind
runway, the taxiways, the apron, and the taxi lanes.
Tiedeman discussed non-aeronautical events at the airport. He had a
handout for board members. He said a group that had interest in such an
event contacted him. He wanted all general aviation pilots and hangar
owners to know what the requirements are for such events. He added
that if these rules are not followed, Brookings could lose their grant
funding, and he is not about to let that happen. He said early planning is
necessary as permits would be needed from the State and the FAA.
Riedesel said there had been a picnic in the SDSU hangar, and the non-
aviation people went away with good feelings. Tiedeman said that was
not an issue as it was contained within the hangar and no airport
operations or facilities were impacted. McLaughlin asked about a fly-in.
Tiedeman said that would be an aeronautical event that promotes
aviation, and if the airport stays open, it is ok to have that activity. He said
his concern is with non-aeronautical activities. Both types of activities
require planning but non-aeronautical events require quite a bit more. The
intent of the handout is to provide the steps and requirements to hold
such an event.
Tiedeman mentioned a few lapses in security that he had noticed at the
airport. People are not waiting for the gate to close, they may be parking
in an improper place, or they may be parking in the object-free zones
around the hangars. Tiedeman said he will be marking these areas with
paint to make people aware of where they can and cannot park.

Tiedeman added that parking in an object-free area would be
permissible for loading or unloading but not on a long-term basis.

Item #10 – FBO Report –
Hangar signage was discussed for each individual hangar. Tiedeman said
he would want each hangar owner to sign off, and each hangar must
then have the identification sign. He would like the identification sign to
be bolted to each hangar. Hanson suggested the City pursue this idea.
Bailey suggested having the City get the signs and attach them to each
hangar. Then at the beginning of the year when the hangar rent is due,
the City can collect the cost of the sign along with the yearly hangar rent.
It would be a one-time cost to the owner. The board agreed with Bailey.
Tiedeman said he would begin looking into it. Tiedeman added that
having an identification sign for each hangar would become part of the
Airport Rules and Regulations document should we move forward with
them.
Hanson said he has a new renter, Reed Intermill.
Mike Smith from Flandreau is no longer at the airport. He was the crop
sprayer.
Item #11 – Other Items –
Riedesel asked Tiedeman for a drawing layout of a magnetic compass for
Chris Funk. Tiedeman said he has the Advisory Circular if Funk needs it.
Boulware said it would be great when the new runway is finished to have
it away from everything. The magnetic compass would be used to
calibrate the aircraft after repairs to ensure it was meeting airworwtiness
standards.
Boulware mentioned the broom used at the airport with the steel bristles
and asked if something else could be used other than steel bristles as they
are very hard of airplane tires. Tiedeman said he has a new core ordered
for the broom and the sweeper. The new cores have a combination of
steel and poly bristles.
Boulware said there is a conference in Sioux Falls by Airport Professionals. It
will deal with land use around airports. Boulware felt that Brookings should
have a representation at this conference. He will try and find more
information and dates on the conference.
Boulware said the SDSU building on the airport is near completion. Hanson
said they should have a big sign to advertise the Brookings Regional
Airport also. The image would support Brookings.
