Brookings Regional Airport Board
Brookings, SD 57006
August 17, 2012
The Brookings Airport Board was called to order by Chairperson Jeff
Boulware on Thursday, August 17, 2012, at 4:30 PM in conference room #241
located on the second floor of the City & County Government Center at 520 3rd
Street. Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, and
Boulware. Orv Smidt and Airport Manager Philip Tiedeman were absent. Also
present were Randy Hanson and Paul Hanusa - Pheasants Fury FBO; and City
Engineer Jackie Lanning.
Item #2 – (Riedesel/Bailey) Motion to approve the minutes from the July 19, 2012,
meeting. All present voted aye. MOTION CARRIED.
Item #3 – (McLaughlin/Riedesel) Motion to approve the agenda. All present voted
aye. MOTION CARRIED.
Item #4 – The next meeting is scheduled for Thursday, September 20, 2012, in the
City & County Government Center at 520 3rd Street.
Old Business
#5 – Airfield Realignment – City Engineer Jackie Lanning reported that the City
took bids on August 16th for the Pitts property by the airport, and there were no
bids submitted. She said she will contact Randy Pitts as she knew he was
interested. Then she will check with the Habitat Restore to see if they may want
some items from the property. Then the house and adjoining property may be
burned.
Boulware asked how the land negotiation/acquisition was proceeding.
Lanning said one parcel is nearly settled, one is still waiting, 2 are negotiating a
counter offer, and one may go to eminent domain. She is hopeful that the two
counter offers will keep the process moving. Lanning added that one of the
counter offers was way too high, and the process was moving very slowly. Lanning
said the property owner can request a public hearing. In that case, a court
appearance would be scheduled, and a jury would decide the dollar amount.
Lanning had no idea on a timetable as she said she had never gone through this
process before.
Lanning said the City has heard nothing on the FAA grant. She and Airport
Manager Tiedeman have talked with Tom Schauer and Dave Anderson, but the
FAA hasn’t made a decision or an announcement yet.

Item #6 – Thank you letter from Sandia – Sandia had sent letters of thanks to the
FBO and to the City thanking Paul Hanusa and Philip Tiedeman for all the work
they did for them while Sandia personnel were on the BKX airfield conducting their
studies. Copies of the letters were included in the packet previously received by
the board members.
Item #7 – GCO Update – Lanning said the GCO (Ground Communication Outlet)
was operational as of July 27th. A NOTAM was issued for its commissioning, and it
will be published in the Airport Facility Directory on the next 56 day cycle. She
added that it is to be used while on the ground as to not interfere with other GCOs
in the area. If there are any issues, Lanning requested that they be relayed to
Airport Manager Tiedeman, and he will send them on to the State and Northway
Communications. The RCO (Remote Communication Outlet) is still active, and
decommission will most likely be determined as part of the NAVAID study. Riedesel
said he was having problems with the GCO on Monday, August 13 and Saturday,
August 11 so he used his cell phone instead.
New Business
Item #8 – Proposed hanger for Leslie Downer – Lanning had a handout for board
members of the proposed hangar which will be 50’x50’x30’ high. The location is
the vacant lot across from Mr. Bailey’s hangar adjacent to the ADVANCE parking
lot. She said Downer had filed a 7460 with the FAA and plans on concrete walls,
but because concrete may not be compatible with the other buildings on the
airfield, that will probably change. Some concerns that Airport manager Tiedeman
are looking into are: concrete limits the possibility for future development, and it
may be inconsistent with grant assurances. She will bring more information to the
board when more details are available from Downer. Lanning added that any use
of the hangar must be aeronautic related, and the hangar cannot be used as a
residence. FBO Manager Randy Hanson said he would contact Downer. Bailey
asked if complete plans were needed to secure a building permit from the City.
Lanning said yes. She added that Tiedeman will do some research on hangar
construction also. Lanning said permission must also be secured through the State
Commission. More information should be available at the next meeting, and
board members can vote on approval then.
Item #9 – Airport Manager’s Report –
• Lanning said there is a deck and pagoda being constructed at the
Pheasant Restaurant, and because the property is close to the airport
approaches, they need a 7460. A stop work order had been issued at this
time. Lanning said the home owner can put decking down now, but they
cannot build upward.

• The SDSU aviation building is progressing slowly. Concrete will be poured
before winter for the garage door. Boulware asked about a building permit.
Lanning said yes, they should have obtained one. SDSU is building, but they
are building on city land, not state owned land. Therefore, a building permit
should be secured before further construction. Riedesel said they have a
simulator now that should be ready in 10 – 14 days.
• ACM (Airport Certification Manual) – Revision #3 just went out.
• The new Airport Emergency Plan (EAP) will become effective on August 31
and will be distributed to those with an operational need. This will include the
Sheriff’s Office, the City Police Department and the Brookings Hospital.
• The newly approved Wildlife Hazard Management Plan (WHMP) is active. A
tentative meeting is being scheduled for September or October. Those
wishing to be a part of the discussions can notify Airport Manager Tiedeman.
• The Great Lakes Conference has been cancelled for this year. The Bismarck
ADO with the North Dakota and South Dakota Airport Associations will hold
their own conference October 10-11.
• Tiedeman is doing a presentation on two topics at the SDML this year. They
will be on eNOTAM transition and PAVAIR – a new pavement management
system developed by the FAA.
• Lanning said Tom Schauer has left the FAA office as of the end of July. He
will be working with a consulting firm. They are advertising for his position.
Lanning added that Schauer has been very beneficial to Brookings, and she
will miss working with him. Riedesel added that he is leaving before the VOR
is resolved.
• Boulware asked about the taxiways and how they are holding up. Jeremy
Scott, Operations and Maintenance Technician at the airport, said he is not
seeing any stones, but the areas around the lights are peeling. Lanning said
it may be a possibility to do some crack sealing. She added that there is
$42,000 for airfield painting and marking, but the lowest bid was $46,000.
Scott said the lines now need to be outlined in black, so the painting cost is
tripled. Riedesel said some of the lights are out. Lanning said they are
thinking of running a new line as part of the airfield realignment project. She
has received two (2) quotes for painting, and she is waiting for two (2) more.
Scott added that a new line would be above ground conduit. Riedesel said
lights will be needed when the runways are being worked on. Lanning said

there is money in the “fuel fund” that may help with that. She added that
they can also utilize the Street Department for minor repairs.
• Lanning said the airport is tentatively scheduled for a certification inspection
in October.
Item #10 – FBO Report
• Randy Hanson said he is doing some upgrading in his building. He has a new
soda machine and new refrigerator. Paul Hanusa said there is a computer
and printer available in the lobby for pilots. Hanson said Phillips 66 did an
inspection on the fuel farm, and it passed. Hanson said he would really like
to have his building more visible to the public. Boulware said a sign would be
good. It could be large enough to be on the wall. Boulware also said it
would be a good idea to have a sign inside the building to explain the GCO
usage. Hanson said he will laminate copies and place them by the door
and by the computer.
Item #11 – Other Items
• Boulware said the aviation program at SDSU is going to have an alumni
party at the airport on September 14th to include previous students and
those associated with the SDSU aviation program. Then on September 15th,
the students will host a fly-in. Boulware said he would like the general
aviation aircraft owners to pull their own planes out of their hangars so they
can be on display for people to see what types of planes are on the
Brookings airport. Boulware asked if it would be possible to close the taxiway
during this time. It would be for approximately 6 – 8 hours. Lanning said she
would have to ask Tiedeman about the request.
• Boulware asked if there were guidelines for outside signs on the buildings at
the airport. Lanning said SDSU would need a sign permit for their new
building. She added that she will check the rules and regulations and the
sign regulations.
• Randy Hanson asked about gateway signs for the airport as other “ports of
entry” to the city have identification signs. He felt one was needed for the
airport as many influential people enter the city from the airport. This
includes the executives that visit Brookings’ many industrial sites. Many times,
this is during construction of a plant. Sometimes it is just to do business at one
of the plants. Lanning said she would mention it to Mike Struck as he is on the
committee that works on city signage.

• Regarding signage, Bailey said it would be good to have each hangar row
labeled with a letter and have individual hangars labeled with a number so
a hangar could be identified by A-3 or B-2 etc. Boulware said he would like
to see an identification number painted on each hanger.
