Brookings Regional Airport Board
Brookings, SD 57006
July 19, 2012
The Brookings Airport Board was called to order by Chairperson Jeff
Boulware on Thursday, July 19, 2012, at 4:30 PM in conference room #241 located
on the second floor of the City & County Government Center at 520 3rd Street.
Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, Orv Smidt, and
Boulware. Also present was Paul Hanusa - Pheasants Fury FBO; and Airport
Manager Philip Tiedeman.
Item #2 – (Smidt/Bailey) Motion to approve the minutes from the June 21, 2012,
meeting. All present voted aye. MOTION CARRIED.
Item #3 – (Bailey/Riedesel) Motion to approve the agenda. All present voted aye.
MOTION CARRIED.
Item #4 – The next meeting is scheduled for Thursday, August 16, 2012, in the City &
County Government Center at 520 3rd Street. Airport Manager Philip Tiedeman will
not be present, but City Engineer Jackie Lanning will attend.
Old Business
#5 – Airfield Realignment – Tiedeman said there had been little progress since last
month. He was still waiting to see the ALP.
Tiedeman said he had heard nothing new about the NAVAID study or
project.
Tiedeman said the landowner meetings have progressed. He said City
Engineer Jackie Lanning and State Negotiator Matt Anderson have meet or spoke
with all landowners, and there is dialogue. They are trying to expedite the process
as much as possible. The City will have roughly 60 days, after getting a call from
the FAA ADO, to have everything in place to start the project. Accepted offers are
preferred instead of condemnation.
Boulware asked how the landowners had responded. Lanning said one had
given a written counter offer, one was having a second appraisal done, one had
a lawyer working on it, one was reviewing the documents, and one was too busy
right now. Boulware asked who paid for a second appraisal. Lanning said the
landowner. Smidt asked about the counter offer. Lanning said it was quite high.
Anderson is making the calls on the City’s behalf and keeping in contact with the

landowners. Boulware asked if there was anything the Board could do to help
without causing any problems. Lanning said the landowners had all the
information they need as there have been plenty of meetings. Riedesel asked if
the City had any inquiries from the Bismarck office. Tiedeman said Bob Babcock,
Helms & Assoc. is working closely with them. Riedesel asked if the ALP was finished.
Tiedeman said yes, and he was waiting for a signed copy. Smidt said much credit
should be given to the City for all the work they have done for the airport.
Item #6 – GCO Update – Tiedeman said everything had been cleared with the
FAA, but all the airports that had a GCO installed were waiting on the FCC to
make their approvals. He said it was installed, hooked up, and tested by Northway
Communications Inc. He also said he is ready to flip with switch!
Riedesel mentioned to Tiedeman that on some days, there is no reading on
the AWOS. It was working today, but there have been days when it wasn’t.
Boulware asked if the new airport would have the same AWOS. Tiedeman said it
may be upgraded as part of the airport project.
Item #7 – Airport Manager’s Report
a. Traffic Count – Tiedeman reported that in the first quarter of 2012, there
were 119 non-tenant landings at the airport, which is 58 more than 2011.
In the second quarter, there were 274 landings total, which is 159 more
than 2011. That makes 217 additional landings so far, and last year the
total landings were 587. So far in 2012, there have been 432 landings. He
feels this year will exceed last year’s activity. The airport is still on pace to
meet and exceed the overall number of operations from last year.
b. ACE Camp – Tiedeman said he spoke to the participants of the ACE
Camp being conducted by SDSU. He did a brief presentation on careers
in aviation other than being a pilot and showed them various aspects of
managing an airport. They were treated to a discovery flight provided by
SDSU. The group also visited the guard unit is Sioux Falls to see the military
aspect of aviation.
c. Air Race Classic 2013 – Tiedeman said Brookings is slated in the second
round for the 2013 Classic. The dates are June 18 to June 21. Brookings
will be the 4th or 5th stop. Tiedeman said he wanted to do something
with/for the participating pilots – something that would be fun and would
attract people to the airport. Smidt asked if the construction on the
airport would present a problem. Tiedeman said it should not.

d. Temporary Gate Card – Tiedeman said he has two gate cards located in
the Engineering Office. The cards may be checked out on a temporary
basis by anyone needing access to the airport. There is also a map and
regulations for the user to have when they sign for the card. McLaughlin
asked if there would be a fee to use one of the cards. Tiedeman said no.
Paul Hanusa, Pheasant’s Fury, said he would also be available if someone
needed a temporary escort at the airport.
Bailey asked how the glider operations were going at the airport.
Tiedeman said very well. The glider participants have been good on the
radio and have kept the people in the areas where they should be. He
added that there has not been much glider activity lately.
Boulware said the gates have been working well. Riedesel said he had
seen no problems.
Boulware said the weed control at the airport had been very good.
Tiedeman said Jeremy Scott had been taking care of that, and is trying
to stay on top of that situation.
Item #8 - FBO Report – Hanusa reported that SDSU had a new plane at the airport.
He added that fuel prices have gone down. Hanusa said that about a month ago,
there was quite a bit of jet traffic, but it has slowed down slightly. Tiedeman said in
2011, there were about 80 jets that landed at the airport. There had been 47 so far
this year. Boulware added that having 6,000 more feet on a runway will make a
huge difference.
Item #10 – Other items – Hanusa said there has been some concern about the
wires from the brushes left after sweeping on the ramp. Tiedeman said that is a
common problem. They were from a tractor that is due to be replaced.
Squirrels have been a problem at the airport. Tiedeman said they can try to
mitigate the issue with a few different options.
Boulware asked about others projects that are going on at the airport.
Tiedeman said the airport or a painting company will be painting everything that
did not get painted last year.
