Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, Orv Smidt, and Boulware. Also present were Dan Gilbert; members of the Big Sioux Squadron of the Civil Air Patrol – Dana Klosterman, Joshua Klosterman, Camille Lynn, Tyler Gross, Ezekiel Klosterman, Briene Lynn, Travis Rup, and Nick Gengler; Randy Hanson and Paul Hanusa - Pheasants Fury FBO; City Engineer Jackie Lanning; and Airport Manager Philip Tiedeman. Item #2 – (Smidt/Riedesel) Motion to approve the minutes from the April 17, 2012, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Riedesel/Bailey) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – The next meeting is scheduled for Thursday, June 21, 2012. Presentation by the Civil Air Patrol - Squadron Commander Nick Gengler explained the Civil Air Patrol’s program to the Board. He explained that the CAP is auxiliary to the Air Force. They help with emergency services across the state, and they work with the Air National Guard. They have a cadet program for youth between the ages of 12 – 20, and they have a senior program for those over 21 years of age. Their color guard team placed first in the state competition this year. Gengler said he recruits through the schools, but 89% of the present members are home schooled. The CAP is a nonprofit organization, and they are always in need of funding. Gengler said the CAP can be used for community service for the airport or the city as they are willing to volunteer their time. The CAP is currently moving to the terminal building at the airport. Gengler said his squadron has more than doubled in the past year. Boulware asked if they presently have a contract with the city. City Engineer Jackie Lanning said there is a three-year contract that is waiting to go to the City Council for approval. She added that it can be renegotiated after the three years. Gengler said they will have an open house at the terminal when they have completely moved in. They will advertise it and would like the Airport Board to attend. Old Business Item #5 – Airfield Realignment (previously known as the Environmental Assessment and the Biological Assessment) – Airport Manager Philip Tiedeman said the big C:\Documents and Settings\lcarruthers\Local Settings\Temporary Internet Files\Content.Outlook\5ZLTOVMI\05.docx 2 concerns right now are the land purchases and the NAVAIDs. Tiedeman said the FAA is meeting on May 22 to look at the airfield and the concerns for BKX if certain NAVAIDs are not present. He would also like a letter from the Airport Board supporting the NAVAIDS for the airport. Riedesel reiterated the importance of the NAVAIDs because without the ILS, he feels Brookings is taking a step backwards. Item #6 – Snow and Ice Control Plan – Tiedeman explained that this is the last meeting until next winter for the Snow and Ice Control Plan to be on the agenda. He said the winter went well. He only had to replace a one cutting edge of one blade and one hydraulic cylinder. He asked the Board if they felt any changes needed to be made to the current plan. They felt it was working quite well. Temporary gate cards were discussed. Bailey asked if part-time renters on the airfield could have a temporary card. Riedesel said that could become a problem because part-time people don’t always know the rules. Dan Gilbert explained that he has a renter for 2 months. At present, the renter needs to walk about a block with his gear to get to the hangar. Gilbert would like him to be able to have a temporary card. Tiedeman said there is a form on-line to fill out to get a temporary gate card. Tiedeman said he would work with Gilbert. Item #7 – BEM/Sandia/MIT Wind Turbine Study – Tiedeman reported that everything went very well when the group was here working on their study. Hanson said they were more than pleased with their facilities and impressed with the airfield. And they were able to collect valuable data. They also purchased fuel from the FBO. Boulware asked when information would be available on their study. Tiedeman said he does not know, but he got some information through the CAP for a press release. Item #8 – GCO Update – Tiedeman said that next week, the contractor is coming to install the GCO. He said the State has asked what frequencies BKX wants besides Minneapolis Center. Both Riedesel and Boulware suggested Sioux Falls Approach. Riedesel added that it is really needed. Tiedeman said the system should be up and running by next week as long as the FCC licensing is approved. New Business Item #9 – Fueling Operations – Riedesel said fueling planes in your own hangar can be a problem in the winter as they must be towed outside first. He said three people at the FBO can fuel now, but they have to be certified and follow the rules and regulations of the FBO, and the fueling is the FBO’s liability. FAA Order 5190.6B provides guidance on what self-fueling operations are permitted by owners and/or operators as well as fueling operations by service providers. NFPA 407 has been adopted as part of the local fire code, which provides guidance on fueling operations at airport. Item #10 – Manager’s Report a. PCI Surveys – The Helms and Associates, contracted through the State of South Dakota, will be conducting surveys on the runway pavement, the runway conditions, and when and what type of maintenance should be done. All airports that receive funding will be checked over a three year period. Bailey asked about the paint marks. Tiedeman said they are surveying marks to help identify areas to check and areas that have already been check. They will wear off in a few days to weeks. b. Irregular Operations Contingency Plan (IROPS) – Tiedeman said he prepared the contingency plan and had very little time to do it. However, due to the airport’s low enplanements the IROPS is not required. Because there is a possibility of receiving diversions or experiencing delays Tiedeman believes it is a useful tool to have if or when it is needed. Item #11 – FBO Report – Dan Gilbert said he is renting space at the airport. He wants to follow the standard requirements but has only 950 square feet and no phone line. Tiedeman said he is able to use the FBO facility when figuring some of the square footage if it is agreeable with Randy Hanson of Pheasants Fury. Tiedeman said Regulation 6.11 General Requirements – state that multiple buildings may be used to gain the required amount of square footage. Tiedeman added that having a usable cell phone available is acceptable. Hanson announced that last weekend, Paul Hanusa won the Brookings Marathon in his age category. Congratulations to Paul! Hanson said he has two and maybe three renters in the sky hawk hangar. He also has options for the blue hangar. Boulware asked if the natural gas was in yet. Hanson said no, but they keep saying they are coming to install the lines. Item #12 – Other items – Tiedeman announced that fire inspections will be done on the hangars. DVL and the local fire department personnel will help with them. DVL will be checking fire extinguishers. Riedesel said that is an excellent idea to do it all at once. Tiedeman said the FAA has done a study on all General Aviation Airports in the state. The study can be seen on the website, www.FAA.gov. Brookings is located under the “local” category. Tiedeman said the study is informational and helps to support the airport as well as others across the US.
