Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, Orv Smidt, and Boulware. Also present were Randy Hanson and Paul Hanusa - Pheasants Fury FBO, City Engineer Jackie Lanning, Airport Operations/Maintenance Technician Jeremy Scott, and Airport Manager Philip Tiedeman. Item #2 – (McLaughlin/Riedesel) Motion to approve the minutes from the January 19, 2012, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Riedesel/Bailey) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – The next regular meeting is scheduled for Thursday, March 22, 2012. This is one week later than the regular meeting date due to the SD Airports Conference. Old Business Item #5 – Update on the Environmental and Biological Assessments – Airport Manager Philip Tiedeman reported that Bob Babcock from Helms & Associates had submitted the completed ALP to the Airspace Division of the FAA. He said it will be a month or two before it is returned. Tiedeman said he submitted the paperwork for the wetland permit this past week and should hear back in 30 – 45 days. Tiedeman said there will be no construction on the airport until the permit is issued. Riedesel asked about the NAVAIDs. Tiedeman said there will be a study on what to move or replace at the airport in Brookings. FAA personnel will come to Brookings to do the study for the agreement and recommend the best course of action. Item #6 – Snow and Ice Control – Tiedeman reported that there have been two (2) snow events since the last Airport Board meeting, but neither one amounted to much of an event. Tiedeman said the equipment was holding up well. Operations/Maintenance Technician Jeremy Scott added that it is nice to have the tools and the equipment all in one place as it makes maintenance more efficient. C:\Documents and Settings\lcarruthers\Local Settings\Temporary Internet Files\Content.Outlook\5ZLTOVMI\02.docx 2 Item #7 – Pleasants Fury/SDSU – Jackie Lanning said the public notice had been published which is a requirement prior to approving the lease which will take place at the February 28, 2012, City Council meeting. Randy Hanson said the measure, SB46, had passed the Senate Appropriations Committee and the Senate. There were three (3) no votes. It then moves to the House Appropriations and the House for votes. Hanson said he is planning to close the sale on February 29, 2012. City Engineer Jackie Lanning said the City Council authorization should not hold up the sale. The Council can make their decision (resolution of intent to lease) contingent upon the sale of the property. She added that the lease agreement will have the exact date. Boulware asked which entity Hanson was selling to at SDSU. Hanson answered the SDSU Foundation. Item #8 – Annual SD Airports Conference – Those members attending the conference had a packet with information on the motel, meeting times, and directions. Those attending the conference are Jeff Boulware, Lynn Riedesel, Jeremy Scott, Philip Tiedeman, and possibly Orv Smidt. They will coordinate their own travel plans. Lanning stated that a city vehicle is available. New Business Item #9 – Airport Manager’s Report – Tiedeman told the Board that the federal reauthorization bill had passed Congress and was signed on February 14, 2012, making 63.4 billion dollars available to the FAA over a four (4) year period. The 95% previously paid by the FAA on airport projects was reduced to 90%. The remaining 10% will be the responsibility the city involved and in part, the State. Lanning said the percentage changes will hit Brookings hard as the larger grant to Brookings will come after the new percentages take effect. There was also a decrease in Essential Air Service (EAS) funding. Tiedeman said he did not believe that Brookings would be able to get their commercial air service reinstated. Tiedeman added that roughly 15 airports would also be cut. Boulware asked if there was any new information on the VOR. Tiedeman said nothing new since the last Airport Board meeting. Boulware told Tiedeman that the Civil Air Patrol may contact him about the possibility of moving into the terminal building. Tiedeman said he was trying to work it out so they could move in to that building. Tiedeman said the FAA compliance manual stated they could be charged less rent for the building because the usage is for an educational non-profit program. McLaughlin felt that having the CAP in the terminal was a good idea. Lanning said earning a bit of revenue for the airport site is always good. Boulware said he felt whatever could be done, should be done for the CAP. He further stated that SDSU would allow a reasonable amount of time for the CAP to remove their items from the C:\Documents and Settings\lcarruthers\Local Settings\Temporary Internet Files\Content.Outlook\5ZLTOVMI\02.docx 3 building after a lease can be signed. However, in the future, simulators will be moved into the SDSU building, and there will be no extra space available. Tiedeman said he received an informational call regarding the possibility of Brookings being an intermediate stop in the 2013 Air Race Classic. He said it will depend on the construction schedule. If it is not possible to stop in Brookings in 2013, BKX could be a stop for the 2014 Air Race Classic. Item #10 – FBO Report - Hanson said his new/other hangar is complete. Natural gas connections will be finished when it thaws. Hanson mentioned a nationwide study being done on how wind turbines affect communications and radar services. He said the company, BEM/MIT or Sandia, doing the study may come to Brookings to conduct the research for this area. He said it could be a huge opportunity for Brookings. Hanusa said if they decide to come to Brookings to do the study, it will be at the end of April, and the National Guard will also be included. He is waiting to hear more from the company. Hanson asked if anyone knew how much Bell Brands used the airport when making their decision to put a cheese factory in Brookings. Tiedeman said they may have used 1 to 2 planes for various visits, but he didn’t know if and how many times they flew in or out of Brookings. Item #12 – Other Items – Bailey stated that having the SDSU aeronautical program based at the airport and having it visible to the Civil Air Patrol may also create more interest in aviation for the students. Boulware agreed but said the CAP won’t have space in the SDSU area after awhile because it will all be utilized. He felt the terminal would be a good place for them. Hanson said that four of the six Civil Air Patrol cadets are going to the national competition. He said they were good, conscientious students.
