HomeMy WebLinkAboutAirMinutes_2010_10_21Brookings Airport Board Brookings, SD 57006 October 21, 2010 The Brookings Airport Board was called to order by Chair Jeff Boulware on Thursday, October 21, 2010, at 4:40 PM in the Meeting Room at City Hall. Members present were Jim Bailey, Judy McLaughlin, Lynn Riedesel, Orv Smidt, and Boulware. Also present were Paul Hanusa and Randy Hanson - Pheasant’s Fury Aviation, City Manager Jeff Weldon, City Engineer Jackie Lanning, and Airport Manager Mike Wilson. Item #2 – (McLaughlin/Smidt) Motion to approve the minutes from the September 16, 2010, meeting. All present voted aye. MOTION CARRIED. Item #3 – (Bailey/Smidt) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – The next meeting will be held on November 18, 2010. Old Business Snow and Ice Control Plan – This item will be on each agenda through the winter months. However, we have had no snow or ice to date so there was no discussion. New Business – none Item #6 – Airport Manager’s Report a. City Wind Tower Ordinance – Wilson reported that the City is doing research on wind towers. He said that under the 7460 regulation, they would not be allowed in airspace. He said research shows that in residential areas, there have been numerous complaints on flicker and humming. He said the Planning Commission is studying the issue, and possibly they may be allowed in commercial areas. Wilson said that wind towers in a commercial area must still follow the 7460 regulations. He said any action by the Planning Commission will then go to the City Council. Smidt asked how high poles could be. Wilson said it depends on the location and the distance from the airport. Smidt asked about the height of the apartment house that was moved to an area by the airport. City Engineer Jackie Lanning said she and Wilson surveyed the area, and the height is acceptable. Bailey said he is glad the City is aware of the wind tower situation and feels it is in good hands. McLaughlin asked about the alternate airport site in Trenton Township as it is closer to the ridge. Wilson said he feels the site is more north and further east of the ridge and shouldn’t present a problem. b. Wildlife Fence Project Update – Wilson said the gates should be operational by next Monday. He added that the area around Rainbow Play Systems had been lowered and is close to being done. Wilson added that by Six Mile Creek, the fence was pushed over in the flood, and he is hoping that American Fence will fix that area. He will check on insurance coverage. Wilson said the REILS are out of service and are to be repaired on the fence project. He said there have been issues with them so he turned them off. They should be operational within two weeks. Wilson said crack sealing is being done at the airport today and tomorrow. The contractor is removing the pavement and putting down new asphalt. Wilson said the wildlife surveys are almost done. He said he will be doing a Wildlife Hazardous Management Plan. It will have a huge impact on aviation going west. Wilson said he has not been happy about the glider operations at the airport. People are too close to the runway and are inside the safety area. Boulware asked how that would be enforced. Smidt asked how many people were involved. Boulware said two gliders, two tow planes and spectators. Wilson said this issue will be on next month’s agenda. Bailey suggested sending a letter to the people involved so the complaint would be in writing. He suggested including the manual to let them know the rules. McLaughlin said the pilot in command should inform those assisting of the regulations. Boulware said that is a good idea because the ones watching don’t always know the airport rules and regulations. City Manager Jeff Weldon said Wilson could send a police officer and have the violators arrested. Boulware felt that keeping an airplane off the airport would be difficult. Lanning said it is a public airport. Bailey said he wants them at the airport, but they must follow the rules and be safe. Boulware suggested sending a diagram in the letter. Wilson said he will also talk to the people involved. Item #7 – FBO Report – Hanusa said the jet fuel tank calibration is off, and it is being worked on today. He was told it was not calibrated correctly from the beginning. Wilson said he will not pay the bill for that original work. Hanusa said mechanic Randy ???? is not working at the airport any more and is missed. He added that the FBO may have a plane for rent on the airport within one month. The fuel system at the old Jones hangar site will be removed soon. Bailey asked about the ethanol people and their schedule. Randy Hanson said they will be on the airport until August 2011. Hanusa asked about having a sign on their hangar to welcome aviators to the City. Wilson said it had been discussed before but no action was taken. Hanson said it would be an excellent gateway display by air. Wilson said he would check the sign ordinance with the zoning personnel. He added that the sign could be painted on the building side or roof. It would also show where the FBO was located on the airport. Item #9 – Other items – Wilson explained the upcoming schedule for the Environment Assessment. There will be a public hearing on November 8. The open house will be from 6:00 – 7:00 PM with the hearing taking place from 7:00 – 9:00 PM. Comments will be taken on the accuracy and validity of the Environmental Assessment. This is not a council meeting, and other comments cannot be taken. Lanning said it is a listening type meeting with no debate or conflict. On November 18, the Airport Board will discuss the EA and give their comments on both alternatives. On November 23, the EA will be discussed at the City Council meeting. Public comments can be taken before the City Council meeting. Riedesel asked about comments taken at the November 8 meeting. Wilson said the consultant will be present, and any comments go into the EA as an appendix. Lanning said her office will do another mailing, and the information will be on the city’s website. There will be a moderator who will control the comments. They will all be written down, and if not applicable, it will be noted. Wilson said the guidelines will be presented at the beginning of the meeting, and the moderator will control the meeting. Comments can also be submitted in writing. The meeting was adjourned.
