Brookings Airport Board

July 22, 2010
The Brookings Airport Board was called to order by Chair Jeff Boulware on
Thursday, July 22, 2010, at 4:30 PM in the Meeting Room at City Hall. Members
present were Jim Bailey, Lynn Riedesel, Judy McLaughlin, Orv Smidt, and
Boulware. Also present were Randy Hanson and Paul Hanusa - Pheasant’s Fury
Aviation, Bob Babcock – Helms & Assoc., City Engineer Jackie Lanning, and
Airport Manager Mike Wilson.
Item #2 – (Riedesel/Bailey) Motion to approve the minutes from the June 17,
2010, meeting. All present voted aye. MOTION CARRIED.
Item #3 – (McLaughlin/Smidt) Motion to approve the agenda. All present voted
aye. MOTION CARRIED.
Item #4 – The next meeting will be held on August 19, 2010, at 4:30 PM in the
Meeting Room located on the first floor of City Hall.
Old Business
Item #5 – Update on the Environmental Assessment from Bob Babcock (Helms &
Associates) – Airport Manager Mike Wilson said he had moved this Airport Board
meeting back one week as he expected to have information on the
Environmental Assessment by today. But due to vacations and illnesses in the
FAA offices, he still had not received notification from the FAA on the EA. Bob
Babcock said there is a scheduled phone call on Friday morning, July 23rd with
the FAA and their attorney. Hopefully, they can get items clarified between
them, and the EA will be approved with minor changes. Wilson said he would
like to, ideally, have copies of the EA distributed to Board members so it can be
discussed at the next meeting. Babcock said that HNTB is anticipating some
revisions, but hopefully, they are not too extensive. He added that HNTB has
done EA’s many, many times before, but the EA for Brookings is a special issue.
Babcock said he will be very disappointed if there are numerous changes to be
made.
Boulware asked if funding numbers may change as compared to the
initial funding numbers at the onset of the airport issues and the time that has
passed while the EA is being completed. Babcock said he felt funding would be
increased over the beginning figures. He said Brookings has the support they
need on this issue.

Babcock said he promised to continue to push the FAA and will email
results to the Airport Board as soon as he has them. He added that he wants the
Board to know what is going on.
Item #6 – Wildlife Fence Project – Wilson said Helms is working today on the
wildlife fence. He said the parking lot on the east side of the airport will be six
feet (6’) smaller giving more room inside the fence, and a tree will be removed.
This will help with snow removal. He added that the General Aviation gate will
be 60 feet off the road so vehicles do not protrude on the road when they are
waiting for the gate to open and close. On the road by the trailer court to the
National Guard Armory, the fence will be moved north and closer to the road. It
will be five feet (5’) inside the property line. Boulware felt that was a good idea.
City Engineer Jackie Lanning said that will better identify airport property. Wilson
said the electrical work will start next week. American Fence will start this coming
Monday, July 26. Wilson said that some homeowners on West 8th Street South
had a concern about their property, but Wilson said in that area, the fence will
be set in 20 feet on airport property. Although it is city property, the homeowners
will be able to use that 20 feet of city land (outside the fence) as access to the
back of their property. Wilson added that the west side of the airport stays as it
now is. Boulware asked what the status was of the overflow parking area. Wilson
said it is City land and will not be leased to anyone as it is needed for parking.
Boulware agreed. Babcock stated there may be a need for a change order
regarding storm water pipes, but the work will be fundable. Smidt asked how
long it would take to get the fence in place. Babcock said he felt it would take
all of eight weeks. Wilson said that when work is being done at the north end of
the crosswind runway, FAA has stated that both runways would be closed. That
would be for two days in September or October. Boulware asked for that
information ahead of time as he has students that will be using the airport.
Runways would be open at night, and students could fly then or early in the
morning if those arrangements are known ahead of time. Wilson said he would
figure that out with the contractor and let Boulware know. Wilson said he is
hoping to be able to borrow closing crosses from other airports.
Item #7 – Sale of the hangar on Site “A” – Wilson said the hangar on Site “A” has
been sold to Bob Fite for $250. He will move it to the Volga area. Wilson added
that Fite has until September 12 to get the hangar off the airport. Boulware
asked what the plan was for the ground. Wilson said the whole area needs to
be raised at least 3 to 3½ feet, and that will be a part of another airport project
in the future. Babcock added that it would be a nice area for a hangar or two
in the future depending on what happens with the airport. Wilson said the fuel
tank will be removed in August under the Abandoned Fuel Tank Program. There
will be no cost to the City. Riedesel asked about the utilities to the building.
Wilson said he will contact Brookings Municipal Utilities, and utilities will be

capped. Lanning said after all this work, the site will be ready for any future
work.
New Business
Item #8 – Airport Manager’s Report
a. Airport Emergency Plan – Wilson said there was a meeting of local entities
regarding the AEP. Some minor changes were made to the plan. Wilson
added that a new ruling states that Part 139 airports must develop a new
AEP that is to be a much longer plan and cover all possible scenarios.
b. FAA Certification Inspection – Wilson said the inspection will be August 5.
There will be a day and a night inspection done and a meeting with the
inspector regarding changes that need to be made at the airport. The
airport is currently revising their Spill Prevention Control and Counter
Measure Plan (SPCC). The SDSU tank will also be checked. Riedesel asked
about the ethanol equipment. Wilson said equipment is gone from the
hangar, it will not be included in the (SPCC).
Item #9 – FBO Report – Paul Hanusa said he feels there is still water in the jet tank.
Wilson said the tank is not pressurized and with the temperature changes in an
above ground tank, some condensation takes place in summer months.
Hopefully, there will be less in the winter months. Randy Hanson said they will be
keeping the fuel full in the tank. Hanson said that Phillips upgrades are
mandatory, and their update will take place next Monday, July 27. Wilson said
that, hopefully, the State grant from the fuel tax funds will help to pay for the
upgrades. Boulware asked Hanson how his trucks were working. Hanson replied
that any power steering and fluid leaks have been fixed, and vehicles are tuned
regularly and plugged in during the winter. Hanson said he has replaced the
front concrete slab, now has foundations and has a solidified sign.
Hanson said he is looking forward to the Air Race Classic next June. He
has made some contacts and said he wants to participate and is willing to help
in any way he can.
Hanusa said the blue hangar is now “bird resistant”. He asked any board
member to let him know if anyone needs a rental space for a plane. It currently
stores three planes.
Item #10 – Other Items – Wilson said Karl Sterud made him aware of a tower that
was erected in the northwest area of Brookings on Medary Avenue. Wilson said
the tower belongs to SDSU. He is checking into why it is there. County permits do
not need to be issued for it since it was constructed by the State.

Riedesel asked about the large white apartment building that may be
moved to 3rd Avenue South. Wilson said the building is not as tall as the trees, but
other height checks will also be done.
