Brookings Airport Board
Brookings, SD 57006
April 15, 2010
The Brookings Airport Board was called to order by Chair Jeff Boulware on
Thursday, April 15, 2010, at 4:30 PM in the Community Room at City Hall. Members
present were Jim Bailey, Orv Smidt, Judy McLaughlin, and Boulware. Lynn Riedesel
was absent. Also present were Paul Hanusa - Pheasant’s Fury Aviation, Bob
Babcock – Helms & Assoc., City Manager Jeff Weldon, City Engineer Jackie
Lanning, and Airport Manager Mike Wilson.
Item #2 – (Bailey/Smidt) Motion to approve the amended minutes from the March
18, 2010, meeting. All present voted aye. MOTION CARRIED.
Item #3 – (Smidt/McLaughlin) Motion to approve the agenda. All present voted
aye. MOTION CARRIED.
Item #4 – The next meeting will be held on May 20, 2010, at 4:30 PM in the Meeting
Room located on the first floor of City Hall. The Board decided to permanently
change the meeting time to 4:30.
Old Business
Item #5 – Bob Babcock reported that the Environmental Assessment is still in the
hands of the State Historical Preservation Office (SHPO). They have told Babcock
that they will respond, but they have been very busy. City Manager Jeff Weldon
asked how long they have had this information. Airport Manager Mike Wilson said
they have had the information since December 18, 2009, and their review was to
take 30 days. Babcock said they did request additional information which Helms
immediately provided to them. This information was not new, but was information
to clarify or replace previous information. Babcock said he was told that they
would have their part done by the end of the month. Therefore, everyone is
waiting for SHPO. Patty Dressler, from the FAA, said the work to be done by her
office would take one (1) week. She also said that no additional information
would be needed on the off-site alternative unless it is chosen. The site needs
additional surveys completed on it, but personnel were unable to get onto the
necessary properties. If that site is chosen, the surveying will be done at a later
date. Weldon said the SHPO hold up is inexcusable, and there needs to be
additional pressure applied someplace. Babcock said he is sure SHPO will come
back stating that more information is needed on the on-site alternative, but
again, Babcock said that the information will come after the choice has been
made. Boulware said that this item is definitely not a priority to SHPO. Babcock

and Wilson said they would work on a timeline summary of the project
immediately in the morning and give this information to Weldon.
Item #6 – 2010 SD Airports Conference Review – Wilson said he received a survey
for the State Aviation Systems Plan and has begun filling it out. He told Paul
Hanusa that he will get copies of a survey for the FBO to be filled out by their
patrons.
Wilson said the government has twice issued three-month resolutions and
also a one-month resolution and then took a three week recess which pushed
back any chance of receiving funding grants from the FAA for airport projects for
a few months. The project to install a new fence and gates at the airport will
probably be done in August. Babcock said the FAA has added a new position in
the Bismarck office which should help out with the ALPs.
Boulware said the first meeting that the group attended at the Airports
Conference in Deadwood was excellent. He added that he had a very good
feeling about the session. McLaughlin said it was good to hear the interaction and
the different issues discussed about the Brookings Airport. However, the group said
they were not impressed with the attitudes of some of the aeronautics
commissioners. Babcock said that he feels there is support to bring the Brookings
project to completion.
Item #7 – Wildlife Fence Project – Babcock said that even though funding has
been pushed back, Helms & Assoc. have everything ready to go on the fencing
project when funding becomes available. Babcock added that he would like to
include works on the RIELs in the fencing project. Wilson said there is an area of
the fence that doesn’t have to be replaced, and changing that area of the
fence will save some dollars. Therefore, there should be some money for the RIELs.
New Business
Item #8 – 2011 SD Airports Conference – Wilson said he has sent a letter to Bruce
Lindholm at the SD Department of Transportation requesting that Brookings be the
host of the 2011 Airports Conference. He added that the City Engineer and the
City Manager have done the same. Wilson asked Boulware to provide a letter
from the Airport Board requesting the same. Wilson said the decision will be made
within one month.
(Smidt/McLaughlin) Motion to support the Airports Conference being held
in Brookings in 2011. All present voted aye. MOTION CARRIED.
Item #9 – Airport Manager’s Report –

Wilson reported that he had given ARFF fire training at the airport. He
borrowed a refractometer from Watertown to test the percentage of the
foam coming out of the truck. Five (5) people are now fully trained in ARFF.
They are Airport Operations/ Maintenance Technician Jeremy Scott, Fire
Chief Darrell Hartmann, Deputy Fire Chief Pete Bolzer, Brandon Long, and
Wilson.
Wilson said he had been contacted by the Women’s Air Race Classic to
have Brookings as an overnight stop for their four-day race. He said that if
Brookings is chosen as an overnight stop, tie-downs would be needed.
Boulware said a long steel cable can be secured at the ends and tie-
downs placed at 20 foot intervals making a temporary tie-down area.
Wilson said it is a four-day race that would cover 2,800 miles. It will be in the
summer of 2011.
(Bailey/McLaughlin) Motion to proceed with the feasibility of having
Brookings as a stop during the Women’s Air Race Classic. All present voted
aye. MOTION CARRIED.
Boulware told Wilson that SDSU is planning to get all their SDSU planes listed
as based in Brookings.
Wilson said the plow truck had a recall on the battery. It has been repaired
and is stored for the summer season.
Boulware said the Alpha Eta Rho Fly-In was a success. Twenty-two airplanes
were on the airfield, and some rides were sold. McLaughlin said the
weather cooperated, and the event was well organized. Bailey
commented that it was nice to have such a good hangar available
through the FBO to use for an event such as the fly-in. Boulware said the
students had gotten business sponsorships that helped to contribute to the
success of the event. Bailey was thanked for giving a good tour. Boulware
said he had invited the new councilman, Keith Corbett, for a tour of the
airport.
Wilson said Karl Sterud had again applied to do spraying from the airport.
Wilson said some of the paperwork had been filled out. Wilson said that
Sterud had his own fuel tank on his farm and may not be purchasing fuel
from the airport. Wilson said he told Sterud that he would have to pay the
fuel flowage fee as do others on the airport that purchase their own fuel.
Boulware added that Sterud is currently delinquent to SDSU for a hangar
that had been subleased to Sterud.

Item #10 – FBO Report – Paul Hanusa reported that Randy Hanson had reached
an agreement with Paul Moriarty to sublease the blue hangar owned by Moriarty.
The FBO will deal with the rental of space in the hangar. Weldon asked if there
would be non-aviation items in the hangar. Wilson said no. City Engineer Jackie
Lanning said that condition had become much improved since Wilson started the
annual hangar inspections.
Hanusa said that Bruce Lentsch will be working with Karl Sterud in the
spraying business.
Boulware asked Hanusa about the fuel tanks. Hanusa said there hadn’t
been any moisture in the tanks during the winter, but now as the seasons change,
they may see a change.
Item #11 – Other items – There were no other items to discuss.
