HomeMy WebLinkAboutAirMinutes_2009_03_19 1 Brookings Airport Board Brookings, SD 57006 March 19, 2009 The Brookings Airport Board was called to order by Chairperson Jeff Boulware on Thursday, March 19, 2009 at 1:02 PM in the Meeting Room at City Hall. Members present were Lynn Riedesel, Jim Bailey, Orv Smidt, Harry Forsyth and Boulware. Also present were Airport Operations and Maintenance Technician Jeremy Scott, City Engineer Jackie Lanning, and Airport Manager Mike Wilson. Item #2 – (Riedesel/Forsyth) Motion to approve the minutes from the February 19, 2009 meeting. All present voted aye. MOTION CARRIED. Item #3 – (Forsyth/Riedesel) Motion to approve the agenda. All present voted aye. MOTION CARRIED. Item #4 – The next meeting will be held on April 16, 2009 at 1:00 PM in the City Hall Community Room. Item #5 – Old Business – None Item #6 – New Business – Airport Certification Inspection – Wilson gave a report on the airport certification Inspection for the year. The areas that the airport got written up were:  Bury 2 orange transformers behind Runway 30/12 PAPIs – Helms and the City of Brookings didn’t know what they were for and they were supposed to be moved on our previous electrical project. The FAA ADO apparently knew about moving them, but the information never made it into the project. Riedesel asked if there was any history behind these transformers? Wilson said they may have been for VASIs before we installed PAPIs.  Airport needed twice as much foam as in the truck on hand for backup. They were 40 gallons short of foam. Foam was ordered the day of the inspection but what was delivered was not the same foam as they had ordered.  On the daily inspection sheets everything that gets written up needs to have a completion date listed. To correct this, at the end of each week we need to go back through the log and ensure that everything is signed off. Wilson stated he felt overall the inspection went really well. 2 Boulware asked if there had been any interest in hangar builders? There is interest out there but so far no one wants to pay the amount for hangar rent for what is available. Item #7 – Airport Manager’s Report Wilson mentioned the future of the airport which is unknown at this time. The biological assessment is currently underway looking at possible effects on the Topeka shiner minnow due to the length of the culvert. Wilson told the board Helms Engineering were out riding their golf carts up and down checking for runway pavement condition. Every 3 years the state requires pavement condition assessments at each airport and decide which airport receives funding the next year for minor maintenance projects. Last weekend two ERJ 145s were going to land at the Brookings Airport but the runway wasn’t long enough so they diverted to Sioux Falls. Wilson mentioned this to the consultant about the aircraft not being able to land at Brookings because of the length of the runway. The new airport snowplow is going to get a military chassis, this was not bid but due to the underbody plow and a conflict with the transfer case the cassis had to be switched. This is a better version of the truck at no added cost to the City. Wilson reported on the fuel farms, which was budget at $183,00 last year. This amount was based on a budgetary estimate which included tanks that had a concrete like substance between the double walls. This design is not necessary in South Dakota. He would like to have 2 tanks with a bladder around them for protection or use a double wall design without the concrete in-between the walls. Both of these designs should save enough money to cover the entire project. He would like also like to use stand-up pumps rather than cabinets because they are cheaper and have the same gas pump speed. The cabinets have a steel housing around them which is heavier for one person to lift alone, this change should make daily inspections easier for fueling personnel. Riedesel felt the glass in the stand up pump may be harder to read. Wilson stated only the gallons are shown in the glass. The fuel master is a 2500 unit and can possibly be upgraded to have a usb reader downloads all transactions internally rather than printing inside the FBO building. There was some discussion about how wet and muddy some of the hangar locations are and that people should not be driving/parking on the grass. Utilities and others put ruts in by the grass by driving off of the pavement. Boulware asked if private individuals could haul gravel in some spots? Wilson stated crushed rock would be better and this is subject to City approval. 3 Bailey asked when essential air is coming? Wilson stated May – June but not for sure. Riedesel mentioned about congress money available. Wilson stated $35 million was supposed to be available with the stimulus plan, but that amount was up to $9 million for the State and said what the money was earmarked for. Item #8 – FBO Report Wilson told the board a new printer has been installed in the pilot’s room. He mentioned a safety seminar for the SD Pilot on the 21st at SDSU with a 50 cents discount on fuel for people flying in for this event. Boulware asked what procedure is taken to count the traffic at the airport. Wilson stated there is none except for flights that file flight plans and it would be difficult to count traffic with the operations taking place all day and night. Boulware felt traffic count would be important information to have. Wilson stated 100 per day would be close. Boulware made a motion to adjourn the meeting. Riedesel seconded it.
