HomeMy WebLinkAboutAirMinutes_2008_07_15Brookings Airport Board July 15, 2008 Brookings, SD 57006 The Brookings Airport Board was called to order by Vice-chairperson Jeff Boulware on July 15, 2008 at 3:30 PM in the Meeting Room at City Hall. Members present were Lynn Riedesel, Harry Forsyth, Jim Bailey, and Boulware. Also present were Randy Hanson-Pheasant’s Fury Aviation, Dave Quale, SDSU mechanic, Harry Thompson, and Airport Manager Mike Wilson. Item #2 – (Bailey/Riedesel) Motion to approve the minutes from the June 19, 2008 meeting. All present voted aye. MOTION CARRIED. Item #3 – (Riedesel/ Forsyth) Motion to approve the amended agenda after adding – New Business – the selection of 2008-09 chair and vice-chair. All present voted aye. MOTION CARRIED. Item #4 – The next meeting is scheduled for Thursday, August 21, 2008 in the first floor Meeting Room at City Hall. Old Business Item #5 – Discussion on the extended parking lot at the FBO – Randy Hanson said he had met with representatives at SDSU. They stated they would not pay for asphalt for the parking lot. Therefore it will be kept grass. Item #6 – Discussion on uniform hangars – The Airport Board visited airports in the past month seeking information on standardizing hangar construction. They visited Canby and Willmar, Minnesota and Tea, South Dakota. Airport Manager Mike Wilson said the Board needed to decide on standards to be followed by all hangar owners in the cluster. Wilson said doors should be between 40 feet and 44 feet. Riedesel and Boulware agreed deciding on a minimum of 42 feet. Dave Quale, SDSU mechanic was asked his opinion, and he agreed. It was decided that the door clearance (when the door is open) should be a minimum of 12 feet. Wilson said that Canby and Tea’s hangars had a depth of 34 feet. Riedesel felt that should be the minimum. Boulware asked about the hangar construction. Wilson said he preferred not to specify the type of construction (wood or steel) but felt the color should be uniform. He said a certain color name (a shade of white) needed to be specified because there are many, many shades of white paint available. This color would be for new construction, not existing hangars. Wilson said he needed to look at the shades of white that are now at the airport and decide. Boulware asked if the roof should be shingled. Riedesel wondered if roof types could be co-mingled. Wilson felt they must be the same – probably steel. Wilson asked Hanson for his ideas about hangar construction. He said that some hangars might not be big enough for steel. He felt 1 the owner could decide. Wilson said there is a city requirement for trusses, and they must be stamped. Hanson said color should be specified for wall, door, soffit, fascia, and roof. He added that steel is pre-painted, and all would be the same. Wall, door, and roof could be the same color with fascia and soffit different. Wilson said the width of the grooves in steel will also need to be specified so all match. He added that it would be ideal to do the whole cluster all at once, but that probably wouldn’t happen. He also suggested the trusses go north to south (with peak east to west). Boulware asked how many hangars would be in this cluster. Wilson said four or five. Hanson suggested the Board be very involved in the first hangar as it is setting a precedence. Boulware said he felt uncomfortable with the “one color” rule. Someone may want a larger hanger and a different color. Wilson suggested doing white for this new cluster only. Then re-evaluate. Wilson added that construction details would have to follow the Engineering Department’s current building code. Wilson said he would get a sample of material from the first hangar and others must comply. Wilson also said he would not specify a type of door, just the door size. Wilson said he would visit with the Brookings Building Inspector Greg Miller for construction details. Item #7 – Update on the electrical project – Wilson said the project is complete except for the wind cone. It now needs a regulator to keep the light at a constant intensity. The cone is at the far east end of the airport and is internally lit, but it does not maintain constant intensity.. This is the last item to complete on the project. Item #8 – Update on the electronic security project – Wilson said Brookings Electric has no time to finish this project. Therefore, the city cancelled any more work with them. Electrical Security Company will now complete the underground work and finish the project. Wilson said the FBO will get three cameras also. Hanson said one will be at the main door (inside), the main door (outside), and inside the door on the north side of the building. Boulware asked how long the records would be kept. Hanson said they should be kept at least 31 days. Wilson said the hard drive will be in his office and kept approximately 40 days. Wilson said cameras will also be in the lobby area of his office with one outside the back entry door, one outside the fence at the north entrance, and one outside the fence facing the runway. A camera will also be on the pole near the terminal gate (infra red) and one near the General Aviation area by the extended parking lot. Riedesel asked about the activity at the Egeberg hangar. Riedesel said a small group may form a club and store a plane there. Riedesel said there is a padlock on the door. He asked Wilson to check out the situation. Boulware asked if a camera would pan the fuel pumps. Wilson said one could be set there. Boulware added that the area is the most valuable asset on the airport (other than the airplanes) and it would be good to put more security in that area. 2 Wilson felt that was a good idea and said he would check the cameras to see if one could be utilized there. New Business Item #9 – Selection of a chair and vice-chair for 2008-09 – Boulware asked for nominations for chair. (Riedesel/Forsyth) Motion to nominate Jeff Boulware for chair for 2008-09. All present voted aye. MOTION CARRIED. Boulware asked for nominations for vice-chair. (Bailey/Forsyth) Motion to nominate Lynn Riedesel for vice-chair for 2008-09. (Riedesel/Boulware) Motion to nominate Jim Bailey for vice-chair for 2008-09. After a show of hands, Lynn Riedesel was voted vice-chair for 2008-09. Item #10 – Airport Manager’s Report – Wilson said historical sites and wetlands have been affecting the environmental assessment. Work has been done which the consultants did not realize was not necessary to do in South Dakota. Forsyth asked about the western prairie fringed orchid. Wilson said environmentalists will be at the airport next week looking for it. One has never been found in South Dakota, therefore, Wilson felt fairly confident that one would not be found. He added that the Topeka shiner, a minnow, thrives in Six Mile Creek and may be affected, but the construction could be phased to avoid disturbing the minnow. Wilson said he has noticed large holes in the ground at the airport. He has set traps but caught nothing so far. He added that he and Jeremy have been working with the 4-wheeler and using Round-Up to clean up areas on the airport. He said there is not the time to work around each individual general aviation hangar, and hangar owners are responsible to remove the weeds around their own hangar. Wilson said they would not be mowing right up to the hangars as they didn’t want to cause any damage to hangars or the mower. Bailey asked why hangar owners must care for the area around the hangars when they only lease the area that the hangar is on. Wilson said the airport does not make enough revenue from the hangar leases that they can afford the time to maintain each individual hangar. Item #11 – FBO Report – Hanson reported that he will have a staff change. Jerry Waltman’s last day of full-time employment is July 25. After that, he will be part-time. Working full-time for him will be Paul Hanusa. Hanusa was a pilot in the US Army and has lots of training. Hanson added that he is good at carpentry. He will start his employment with the Pheasant’s Fury on August 7. In the interim, Ron Hanson will be working at the FBO. Hanusa will work four days a week. On the other three days, 3 4 part-time employees, Ryan, Dan and Jerry will be working. He said Hanusa will be at the next meeting for introductions. Hanson said there will be a block party at Waltmans on July 19th. Hanson said the FBO now has TV service with weather, news, finance, and local channels. One TV is in the couch area, and one is in the kitchenette area. The meeting was adjourned. ____________________________ __________________________ Diane M.
