HomeMy WebLinkAboutAirMinutes_2008_04_07Brookings Airport Board April 7, 2008 Brookings, SD 57006 A special meeting of the Brookings Airport Board was called to order by Vice- chairperson Jeff Boulware on April 7, 2008 at 1:00 PM in the Meeting Room at City Hall. Members present were Jim Bailey, Lynn Riedesel, Harry Forsyth, and Boulware. Robb Sexauer was absent. Also present were Randy Hanson-Pheasant’s Fury Aviation, City Manager Jeff Weldon, City Engineer Jackie Lanning, and Airport Manager Mike Wilson. Item #2 - (Riedesel/Bailey) Motion to approve the minutes of the March 17, 2008 meeting deleting Harlan Christianson and Steve Groon as being present and adding Jim Christophersen. All present voted aye. MOTION CARRIED. The agenda was approved. Item #3 – Discussion and approval of: Fuel Farm Hose Maintenance Agreement Board members had previously received the Fuel Farm Hose Maintenance Agreement. Forsyth asked if it was correct that the City replaces the hoses the first time they need replacing whether it is six months or six years from now. Wilson said yes. Bailey asked if there were plans for a new fuel farm. City Engineer Jackie Lanning said it is in the budget for 2009. Airport Manager Mike Wilson said he is in the process of locating a place for it and getting an estimate from O’Day. Wilson suggested placing the fuel farm near the blue hangar on the east side of the FBO. Boulware asked if the tanks would be above ground with underground pipe and allow credit card use. Wilson answered that there would be two (2) tanks with either under or aboveground pipe; either could be done. Boulware asked Hanson how much of his business was done by credit cards. Hanson said most and requested that, if possible, he would prefer the tanks be near the FBO. Wilson said he will check with the consultants also. Wilson added that there will be two (2) tanks, each with a 10,000 gallon capacity. Boulware asked Hanson if that would be sufficient for him. Hanson answered yes as he needed to purchase 9,000 gallons at a time to get the best rate. Riedesel asked if there would be any resale value in the present tanks. Lanning said the City would surplus the tanks. Bailey felt it would be better to taxi to the tanks so the FBO didn’t need to have a truck for delivering the fuel. Forsyth asked how deep a pipe would need to go. Lanning thought at least four (4) feet. Boulware asked if the old tank at the Egeberg hangar would need to be taken out of the ground. Wilson said it didn’t need to be since it is privately owned, and the city owned tanks are being updated. Lanning said approval of this item would be on the City Council agenda for April 15, 2008. 1 2 (Forsyth/Riedesel) Motion to recommend that the City Council approve the Fuel Farm Hose Maintenance Agreement. All present voted aye. MOTION CARRIED. Fixed Base Operator’s Agreement Wilson said the previously discussed changes made by the Airport Board had been implemented into the present document. Lanning said the agreement will go to the City Council. Hanson asked if the monthly payment for flowage fees could be paid by delivery date instead of monthly. Wilson agreed that it would be easier doing it on a delivery date basis on the actual amount of gallons delivered. Riedesel felt the City needed checks and balances. Forsyth asked Hanson if he were satisfied with the agreement. Hanson answered yes. Weldon said he would send the agreement out separately and not put it on the website because of the confidentiality of the agreement. (Riedesel/Bailey) Motion to recommend that the City Council approve the Fixed Base Operator’s Agreement. All present voted aye. MOTION CARRIED. Boulware announced that Tuskegee Airman, Alexander Jefferson, will speak at SDSU. His topic is Fight for the Right to Fight. The General Aviation pilots at the airport are sponsoring a pot luck supper and inviting Jefferson to attend before his SDSU appearance. Hanson said they may use his facility if they would like. Hanson was asked how the credit card machine was working. He said he didn’t know but would check it. Boulware asked how often the paper is checked. Hanson said the FBO doesn’t do that. Boulware said it needs to be checked by somebody on a timely basis at least weekly. The next meeting is scheduled for April 28, 2008 at 1:30 in the City Hall meeting room.
